BACKGROUND /REASONS FOR RECOMMENDATIONS The Public Works Department and the CSA M-16 Citizens Advisory Committee (CAC) have been working on a plan to develop a county-owned parcel of land at the corner of Kilburn Street and Wellington Avenue in Clyde as a park for nearly two years. The current improvement plans include a walking path, an ADA compliant picnic table, a shade tree and other vegetation, a drinking fountain and a natural turf area. Automatic irrigation will also be installed as part of this project. The total cost of the proposed project is $175,000. The following is a summary of the sources and uses: Sources $ 101,962 Proposition 12 $ 13,500 Clyde Improvement Club donation $ 1,356 Donated masonry material $ 17,182 CSA M-16 fund balance $ 41,000 Park Dedication Trust Fund $175,000 Total Sources Uses $ 30,000 Design Consultant $ 15,000 Construction Management $130,000 Construction $1759000 Total Costs The CAC has approved Public Works' request to access park dedication funds, and there are sufficient funds in the Clyde area Park Dedication Trust Fund account to meet this request. If approved, there will be a $0 balance in the Clyde area account. It is the policy of the County to utilize park dedication funds to meet local park needs. This action is consistent with that policy and is consistent with the Contra Costa County Parks Capital Improvement Plan dated January 2007.
