ABSENT: ABSTAIN: ATTESTED �` L lEh DAVID TWA,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR Contact Person: Cassandra Youngblood,313-1712 Caylin Patterson,646-5766 CC: CAO `�— EHSD (3 original,signed,sealed copies) BY: DEPUTY. . p Employment& Human Services Department Page Two RFP# 1105 (Community Services Block Grant) October 14, 2008 CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County's community outcomes - Outcome 1: "Children Ready for and Succeeding in School," Outcome 2: "Children and Youth are Healthy and Preparing for Productive Adulthood," Outcome 3: "Families'that are Economically Self- sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County. The Community Services Block Grant fund is targeted towards assisting individuals and families to economic self-sufficiency through a variety of programs. BACKGROUND: On January 22, 2008 the Board approved receipt of Community Services Block Grant funds (Agreement 39-813-15) from California Department of Community Services and Development for the purpose of supporting the goals and objectives identified in the 2008-09 Community Action Plan (CAP). This board order seeks to establish a Request for Proposal (RFP) #1105 to solicit proposals from community based agencies to assist the department in reaching the economic self-sufficiency goals identified in the CAP. The following areas were identified as priorities and will form the basis of the competitive RFP: 1) Employment at livable wages 2) Safe and affordable housing 3) Supportive development of at-risk youth The period of funding for selected programs will be April 1, 2009 through March 31, 2010 with the option for a 1-year renewal pending the availability of funds and the provision of quality services as determined by the Community Services Bureau and the County Economic Opportunity Council's on-going monitoring and evaluation of the programs through site-visits and data collection.
