RECOMMENDED ACTION: ACCEPT report providing update on the status of calendar year 2008 funding for the public housing and housing choice voucher programs. II. FINANCIAL IMPACT: None. Information item only. III. REASONS FOR RECOMMENDATION/BACKGROUND As discussed at the August and September Board meetings, HUD had not yet provided housing authorities with notification of their final calendar year funding levels and indications were that funding would be reduced from anticipated levels. CURRENT FUNDING LEVELS OF AUTHORITY'S HCV AND PUBLIC HOUSING PROGRAMS: HCV Program: HUD had indicated in a July 7,.2008 letter that housing authorities would be funded at only 90.876% of the amount for which they are eligible. On September 17, 2008 HUD notified the Authority that it would receive 90.304% for the second quarter of the calendar year (April —June) and released $169,526 of administrative funding to HACCC for those months. Until this point, the Authority had only received 80.526% of its eligible funding for the second quarter. As a reminder, the Authority budgeted HCV administrative costs at 86.387% of the amount for which HACCC is eligible. Staff will update the Board Funding for housing assistance payments (HAP) subsidies continues to be adequate. HAP is used to pay the Authority's portion of the rent. At this point, HUD has not provided HACCC with the final obligating documents. Staff will update the Board after those documents;and funding are received IV. CONSEQUENCES OF NEGATIVE ACTION: None.
