SUBJECT: Proposition 1B expenditure plan for Supplemental 2008 appropriation, Countywide. (Proposition 1B
Funds) (All Districts)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE the expenditure plan for Supplemental 2008 appropriation of Proposition 1B Funds.
FISCAL IMPACT:
No impact to the General Fund. Contra Costa County is expected to receive approximately$24.5 million as part of
Proposition I B to fund road improvement projects. The Supplemental 2008 amount is approximately$2.1 million.
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
On October 10, 2006, in anticipation of the voters passing the Senate Bill 1266 (SB 1266), the Highway Safety,
Traffic Reduction, Air Quality and Port Security Bond Act.of 2006, known as Proposition IB, the Public Works
Department presented a plan to the Board of Supervisors for projects to be funded by the bond proceeds.
The 2007 Budget Act and Chapter 181, Statutes of 2007, Senate Bill 88 (SB88), included the first installment of
$950 million of the Proposition 1B funds for State fiscal year 2007-08 for cities and counties. Contra Costa
County's share for fiscal year 2007-08 was $9.7million.

Chapter 39, Statutes of 2008(AB 1252),appropriated an additional$87 million in Proposition 113 funds specifically
to counties. Of this $87 million, Contra Costa County's share is approximately $2.1 million.
