SUBJECT: Approval of Contract#26-458-12 with Access Nurses, Inc.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Jeff Smith, MD), to execute on
behalf of the County, Contract #26-458-12 with Access Nurses, Inc., a corporation, in an amount not to
exceed $450,000; to provide temporary nursing registry services for Contra Costa Regional Medical
Center and Contra Costa Health Centers, for the period from September 1, 2008 through August 31,
2009.
FISCAL IMPACT:
This Contract is 100% funded by Health Services Department Enterprise Fund I.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
For several years the County has contracted with registries to provide temporary medical professionals to
assist Contra Costa Regional Medical Center and Contra Costa Health Centers during peak loads,
temporary absences, and emergency situations. There is a nationwide nursing and healthcare staff
shortage, and in spite of persistent efforts to recruit nurses and other healthcare staff, the Department has
experienced great difficulty in filling any vacant positions. Therefore, the Department has had to rely
heavily on the registry services in order to provide quality-nursing care for patients.
On September 25, 2007, the Board of Supervisors approved Contract #26-458-10 (as amended by
Amendment Agreement #26-458-11) with Access Nurses to provide temporary nursing services at
Contra Costa Regional Medical Center and Contra Costa Health Centers, for the period from September
1, 2007 through August 31, 2008.
Approval of Contract #26-458-12 will allow the Contractor to continue to provide temporary nursing
coverage services through August 31, 2009.
