HomeMy WebLinkAboutMINUTES - 10072008 - C.70 S A` Contra Costa TO: BOARD OF SUPERVISORS m�Y �; �. ...CO � County FROM: CATHERINE KUTSURIS, DIRECTOR DEPARTMENT OF CONSERVATION AND DEVELOPMENT DATE: October 7, 2008 SUBJECT: CONTRACT AMENDMENT WITH INSIGNIA ENVIRONMENTAL (FORMERLY OPUS ENVIRONMENTAL) FOR AVIAN AND BAT MORTALITY MONITORING SERVICES AT THE BUENA VISTA WIND FARM LOCATED IN THE BYRON AREA (Contract #C49568) (District III)(Amendment #1) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the Director, Department of Conservation and Development, or her designee, to execute a contract amendment with OPUS Environmental (contractor) to amend the name of the contractor to read INSIGNIA Environmental, to amend the name Community Development Department to the Department of Conservation and Development, to increase.the contract payment limit by$271,985 to a new payment limit not to exceed $594,935, and to extend the term to February 28, 2011, to allow for additional avian mortality monitoring at the Buena Vista Wind Farm. FISCAL IMPACT None to the General Fund. The additional contract cost will be covered by land development fee revenues received from the Buena Vista Wind Farm applicant. BACKGROUND/REASONS FOR RECOMMENDATIONS The Department of Conservation and Development has contracted with OPUS Environmental effective October 3,2007 to October 2, 2010 with a payment limit of$322,950 to provide services for the implementation of avian and bat mortality monitoring at the Buena Vista Wind Energy project in the Byron area of Contra Costa County: The amendment will allow the contractor to continue to provide the services but the name of the contractor will be changed from Opus Environmental to Insignia Environmental. The amendment will also extend the term to February 28, 2011 in order to provide three full years of monitoring, and allow an increase of the payment limit to $594,935 from $322,950in order to provide for increased frequency of avian mortality surveys at the site from once a month to twice a month for the remainder of the term. The additional.monitoring will provide for more accurate and reliable information on the impacts of the re-powering of the Buena Vista Wind Farm to bat and avian populations.
