(CFDA#16.540) BACKGROUND The Contra Costa County Probation Department is applying for grant funds from the California Corrections Standards Authority(CSA)'s Enhanced Technical Assistance Program for Disproportionate Minority Contact. The Technical Assistance Project aims to provide support to the efforts of counties to identify and analyze factors leading to DMC; to provide training and community outreach regarding DMC; and to build integrated data systems that enable agencies to collaborate in monitoring the paths of minority youth through the juvenile justice system. The Contra Costa County Probation Department was one of three California county Probation Departments to receive initial technical assistance funding from CSA in 2005. These funds enabled us to gather preliminary data on the scope of DMC within the county and to write a report on our findings. Based on these findings, we have determined that DMC is an issue, and we are developing strategies to address the factors contributing to DMC within our juvenile justice system. In 2006, Contra Costa was one of five California counties to receive funding for the DMC Enhanced Technical Assistance Project. The first year funding was earmarked for identifying infrastructure needs within the Department and for contracting with an expert consultant to conduct Probation staff training sessions on DMC and to assist the data analyst in developing and analyzing a cohort study. Second year funding was used to support the education of stakeholders about the Probation Department's DMC efforts and to engage stakeholders in the development of along-term DMC reduction plan for the County. Funds were used to contract with an expert consultant and a data analyst who worked with the Probation Department's DMC Coordinator'in the development of a plan. The purpose of Phase Three/Third Year is to support implementation of the DMC reduction plan developed in Phase 2. Grant funds will be used in the development of a risk assessment tool, cultural awareness/competency training, implementation or expansion of prevention and/or diversion programs for at-risk youth. Probation will contract with an expert consultant and data analyst who will work with the Probation Department's DMC Coordinator in the implementation of a DMC reduction plan. WHEREAS, the Board of Supervisors acknowledge that Federal grant funds received hereunder shall not be used to supplant existing expenditures controlled by this body. NOW, THEREFORE, BE IT RESOLVED that the County Probation Officer of the County of Contra Costa, Lionel D. Chatman, is authorized on behalf of the Board of Supervisors, to submit the grant application for this funding and to sign the Enhanced DMC Technical Assistance Project Grant Agreement with the CSA in the amount of$200,000 forthe third year, January 1, 2009 through December 31,'2009. BE IT FURTHER RESOLVED that the County agrees to abide by the statutes and regulations governing the Federal Formula Grants Program as well as the terms and conditions of the Agreement as set forth by the CSA.
