RECOMMENDATION(S)
ADOPT Resolution No. 2008/623 authorizing the Sheriff-Coroner, or designee, to apply for and accept the
State of California, Governor's Office of Homeland Security, 2008 Homeland Security Program Grant
(HSPG) in an amount not to exceed $2,256,607 to prepare for and respond to critical incidents, and natural
and man-made disasters, for the period of January 1 2008 through December 31, 2011.
FISCAL IMPACT
No net County costs. $2,256,607: 100% State. The State Homeland Security Grant Program is a State
pass-through of Federal funding. (CFDA#97.067)

Territories, and urban areas to enhance their capabilities to prevent, protect against, respond to, and recover
from terrorist attacks, major disasters, and other emergencies. The Fiscal Year 2007 State Homeland
Security Grant Program is comprised of the State Homeland Security Program (SHSP) and the Law
Enforcement Terrorism Prevention Program (LETPP). The total Homeland Security Grant Program
allocation made available to the County as the homeland security operational area is up to $1,860,005
through the Governor's Office of Homeland Security.
80 percent of the program's funding is awarded to each of the State's 58 operational areas for the benefit of
all first responders in the County. The remaining 20 percent is awarded to State agencies and special
projects for domestic counter-terrorism and all hazard preparedness efforts. Funds distributed within an
operational area are allocated with a requirement that at least 20 percent is invested to support the fire
service, law enforcement and public health sectors. The remaining 40 percent may be allocated at the
discretion of the five member grant coordinating committee as long as the focus meets the federal guidance
as allowable investments.
The amount of money awarded to each county operational area is calculated on a minimal "base-plus-
population" formula. Grant funds may be used for specified equipment (e.g. personal protective gear,
explosive mitigation devices, detection equipment, hazmat response equipment, responder gear, etc.), as
well as for training, exercises and planning activities.
On August 19, 2008, the Board of Supervisors approved the Sheriff-Coroner to apply for this grant funding.
The attached Resolution is to comply with specific State requirements for Governing Body authorization.

WHEREAS, this Resolution approves an;application for funding and authorizes the
execution of a grant award, and any amendments thereto, with the State of California, for
the FY 08 Homeland Security Program Grant;
BE IT RESOLVED by the Board of Supervisors of Contra Costa County as follows:
1. The Board of Supervisors has reviewed and hereby approves application for the
FY 08 Homeland Security Grant Program in an amount not to exceed $2,256,607,
including funds for:

If the grant application,is approved, the FY 08 Homeland Security Program Grant does not
require any match from Contra Costa County.
BE IT FURTHER RESOLVED that the. Sheriff-Coroner, or his designee, is hereby authorized
and directed to act on Contra Costa County's behalf in all matters pertaining to this grant
award.
