SUBJECT: Approval of Contract 429-521-7 with First 5 Contra Costa Children and Families Commission
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND JUSTIFICATION
RECOMMENDEDATION(S):
Approve and authorize the Health Services Director, or his designee (Haven Fearn), to execute on behalf of the County,
Contract #29-521-7 with First 5 Contra Costa Children and Families Commission to pay the County an amount not to
exceed $903,463, for the continuation of residential substance abuse services for pregnant and/or parenting women and
their children, for the period from July 1, 2008 through June 30, 2009, including mutual indemnification to hold harmless
the other party for any claims arising out of the performance of this Contact.
FISCAL IMPACT:
Approval of this Agreement will result in $903,463 for FY 2008-2009 from First 5 Contra Costa Children and Families
Commission (Proposition 10—Community Substance Abuse Services funds) for the Corbin House Project. No County
funds are required.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Since 2001,the Corbin House Project has expanded and enhanced substance abuse services for women that are in the child
welfare system and has provided 6 new residential"'treatment beds for women and their children. The project is an
opportunity to address the specialized treatment needs of women, their infants and children involved with Children and
Family Services. On September 11, 2007,the.Board°of Supervisors approved Contract#29-521-6 with the First 5 Contra
Costa Children and Families Commission,to provide residential substance abuse services,for the period from July 1,2007
through June 30,2008.
The goal of the project is to have healthy children ready for school by addressing their special treatment needs; provide on-
going case management services for mothers and their families from a multi-disciplinary team approach; and reduce the
wait list time for women in the child welfare system,to enter residential treatment. Approval of this Agreement 429-521-7
will allow the project to continue and will not replace any existing project or program that is monitored by the County,
through June 30,2009.
Three certified/sealed copies of this Board Order should be returned to the Contracts and Grants Unit.
