SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT AGREEMENT
AMENDMENT WITH CALIFORNIA DEPARTMENT COMMUNITY
SERVICES AND DEVELOPMENT FOR ENERGY ASSISTANCE AND .
WEATHERIZATION SERVICES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute an agreement amendment with California Department of Community
Services and Development for energy assistance and weatherization services to
increase funding by $2,531 for a new total of $895,830 with no change to the term
January 1, 2008 through December 31, 2008. (Budgeted, 100% State funds) (All
Districts)
FISCAL IMPACT:
Funding currently reflected in the Department's FY 2007-08 bud and in the FY 2008-
09 budget. No County costs.

CHILDREN'S IMPACT STATEMENT:
This agreement supports one of Contra Costa County's community outcomes: "Families
that are Safe, Stable, and Nurturing." This outcome is achieved by providing safer and
more energy-efficient homes to low-income children and their families.
BACKGROUND:
On February 26, 2008 the Board of Supervisors accepted funding from California
Department of Community Services and Development to operate a weatherization and
energy assistance program via the Employment & Human Services and Building
Inspection Departments. This amendment adds funds to the original agreement and
increases allowable mileage costs to provide weatherization services for dwellings more
than 30 miles from headquarters. The amendment also formalizes programmatic
provisions and record-keeping responsibilities regarding client files to ensure that
program eligibility requirements are documented.
