SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Position Adjustment Resolution number 20563, reallocating the salary of Senior Watershed
Management Planning Specialist (SASE) on the salary schedule from salary level B85 1724 ($5,889-$7,159)
to salary level B85 1821 ($6,483-$7,880), as recommended by the Assistant County Administrator-Human
Resources Director.
FISCAL IMPACT:
There is no fiscal impact on this action as position is funded by the nineteen cities/towns of Contra Costa
County whose needs are served by this position.
BACKGROUND:
The Public Works Department has requested to reallocate salary level of the Senior Watershed Management
Planning Specialist classification as the duties and responsibilities assigned to the classification have
increased significantly in scope and complexity. Due to the increased involvement of Contra Costa County's
Public Works Department at the state and federal level, the county has been mandated to implement and
manage a county-wide storm water program (Clean Water Program) to address the management of new
programs and practices. The Clean Water Program is governed by a Permit issued by the State to 27 Co-
Permitees (composed of cities in Contra Costa County, Sanitary and Water Districts and Special Districts).
With the increased scrutiny placed on "greening" business practices and the increased emphasis on
environmental responsibility, the Permit has become much more complex and compliance.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the incumbent of the Senior Watershed Management Planning Specialist
classification will not be appropriately classifieds or compensated.
