RECOMMENDATION:
ADOPT Position Adjustment Resolution Number 20612 fo transition three(3) Mental Health Clinical Specialist-Project(VQS2) positions
and incumbents to into the Ment system,and at salary level QT2 1384($4,333-$6,433).
FISCAL IMPACT:
Upon approval, there will be no fiscal impact associated with this action. 100%funded by AB3632 and Medi-Cal funds.
BACKGROUND:
The Health Services Department is requesting the transition of Mental Health Clinical Specialist-Project positions#13199, #13197 and
#13198 and the incumbents into the Merit system. All the incumbents have met the'provisions for transitioning from project positions to
the merit system in accordance with PMR Section 1603—Transfer of Project Positions.

Section 1603.1 of the Personnel Management Regulations states that when the Board of Supervisors establishes as regular service a
program initially established by the Board for a specific ilimited period as part of an approved project, employees who have served in
Project,positions for at least one (1) year shall be included in the merit system if the Director of Human Resources recommends such
inclusion, the Board of Supervisors approves the classification and.its addition to the merit system, and the employee(s)was originally
appointed to the project position(s)from an eligible list on an open competitive basis.
The incumbents have served in their Project positions for at least one(1)year and were appointed to a project position from an eligible

7/5/07, and the incumbent in position#13198 was hired 7/9/07.
