SUBJECT: Rental of Health Testing Equipment
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health Services Department, to execute a
Purchase Order, in an amount not to exceed $106,608 per year, for rental of testing equipment and the purchase
of required reagents and supplies to perform measles, mumps, and other health tests, for a five year period
commencing within 60 days of installation of the equipment.
FISCAL IMPACT:
Cost of rental of the equipment is $32,508 per year for a total cost of$162,540 over the term of the agreement. In
addition, the cost of supplies is anticipated to be a minimum of$74,100 per year for a total of$370,500 over the
five year period based on the current number of tests. However, the number of tests has been growing each year,
so this amount may increase. Total cost over the five year period is anticipated to be$533,040.
Mechanical processing of these tests is anticipated to save approximately$205,000 per year over the current
manual process for a total of$1,025,000 over the five year term.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
The EVOLIS Microplate Processor provides an automated method of performing tests for measles, mumps,
tuberculosis, and other diseases. It provides for safe handling of materials encountered in the laboratory. The

Public Health Laboratory has been performing these tests manually for the last four years. This purchase will
allow for the expansion of services, with no disruption to current level, while reducing overall costs. Rental cost
for the equipment includes all maintenance costs.
The term of this agreement will be effective on the County's"go live" date, not to exceed 60 days from installation
of the equipment, and will continue for a five year period
Purchase of the supplies and reagents will be on an as needed basis at the rates included in the agreement for the
entire term of the agreement.
