Valentine, Director ;`` Jra;,,,,�y =z Employment and Human Services ;.- a covxT' DATE: January 22, 2008 County SUBJECT: Amend Contract with the YMCA of the East Bay, West Contra Costa Branch, to provide services Promoting Safe and Stable Families SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with the Young Men's Christian Association of the East Bay, West Contra Costa Branch (YMCA), effective December 1, 2007, to decrease the payment limit by $15,442 to a new payment limit of$84,558 with no change in the term of July 1, 2007 through June 30, 2008 to provide Promoting Safe and Stable Families (PSSF) services in West Contra Costa County. FISCAL IMPACT: $84,558: 36% State PSSF Funds; 16% County PSSF Funds; 48% Federal PSSF Funds CHILDREN'S IMPACT STATEMENT: This contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable, and Nurturing"; 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing services that strengthen and support children and their families. Through this collaborative network, the county is able to offer a wide range of services to at-risk children, families and adults. Services include: teen mentoring programs for at-risk young men and women, therapeutic support group and supportive services for grandparents caring for grandchildren, after school and summer camp program for low-income families. Promoting Safe and Stable Families Program (PSSF) funding has been reduced by 15.4% (21-347-20)
