SUBJECT: Amendments to Agreements with the City of Pleasant Hill and U.S. Army Corps of Engineers for the
Grayson and Murderers' Creek Project Feasibility Study,Pleasant Hill and Walnut Creek areas.(Districts
II & IV)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Chief Engineer, Flood Control&Water Conservation District(FC District),or
designee,to execute an amendment to the June 16,2003,Joint Exercise of Powers Agreement(JEPA)with the City
of Pleasant Hill(City)and an amendment to the June 30,2003,Cost Share Agreement with the U.S.Army Corps of
Engineers for the Grayson and Murderers' Creek project, Pleasant Hill and Walnut Creek areas.
FISCAL IMPACT:
There is no financial impact to the General Fund. Entering into the agreements with the U.S. Army Corps of
Engineers(ACOE)will obligate Flood Control Zone 3B to$1,704.000. The JEPA will outline a 50/50 cost share of
that amount between the FC District and the City.

REASONS FOR RECOMMENDATIONS AND BACKGROUND:
Flooding along both Grayson and Murderers'Creeks has historically been an issue for the citizens of Pleasant Hill and
neighboring communities. The FC District and City plan jointly to continue support of the ACOE effort to perform a
Feasibility Study(Study) for the Grayson and Murderers' Creeks Project. The FC District and the City previously
entered into a JEPA (June 16, 2003) with Board approval (June 10, 2003), which covered Phase 1 of a two-phase
feasibility study with the Corps of Engineers. Phase 1 resulted in detailed assessment of the existing conditions in the
Grayson/Murderers' Creeks watershed and a recommendation to proceed with Phase 2 of the feasibility planning
process. Upon completion,the Study will determine federal interest in participating financially in the construction of
flood control improvements and has a 50/50 cost share requirement between the local sponsor and the ACOE to fund
the Study.
CONSEQUENCES OF NEGATIVE ACTION:
If the FC District does not process the Agreements, the Study will not proceed and federal financial participation
will be lost.
