SUBJECT: Approval of Contract Amendment Agreement#74-320-1
with The West Contra Costa Youth Service Bureau
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf
of the County, Contract Amendment Agreement #74-320-1 with The West Contra Costa Youth Service
Bureau, a non-profit corporation, effective December 1, 2007, to amend Contract #74-320, to increase the
payment limit by $119,800, from $308,980 to a new payment limit of $428,780, with no change in the
original term of July 1, 2007 through June 30, 2008, and to increase the six-month automatic extension
payment limit by$59,900, from $154,490, to a new payment limit of$214,390.
)FISCAL IMPACT:
This Contract is funded 50% by Federal Medi-Cal, 46% by State Early and Periodic Screening, Diagnosis,
and Treatment (EPSDT), and 4% by West Contra Costa Unified School District (WCCUSD). There is no
cost to County.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
There has been an unprecedented amount of homicidal activity in West Contra Costa County this fiscal
year, and the WCCUSD, along with Contra Costa Mental Health is expanding services to schools who are
most impacted by the violence in their neighborhoods, specifically, Verde Elementary, where there is a
considerable increase in student Post-Traumatic Stress Disorder (PTSD) cases.
On October 2, 2007, the Board of Supervisors approved Contract #74-320 with The West Contra Costa
Youth Service Bureau, for the period from July 1, 2007 through June 30, 2008, which included a six-month
automatic extension though December 31, 2008, for the provision of school-based mental health services to
Seriously Emotionally Disturbed (SED) students in West County.
Approval of Contract Amendment Agreement #74-320-1 will allow the Contractor to provide services to
additional SED students in West County, through June 30, 2008.
