SUBJECT: DETERMINE that the North Richmond Bikeway Project is a California Environmental Quality
Act Class 3d Categorical Exemption; APPROVE the project and AUTHORIZE the Public Works
Director, or designee, to advertise the project, Richmond area. (Transportation Fund for Clean

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
DETERMINE that the North Richmond Bikeway Project is a California Environmental Quality Act(CEQA)Class
3d Categorical Exemption,and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for
processing, and a$50 fee to the County Clerk for filing the Notice of Exemption, and
APPROVE the project, and AUTHORIZE the Public Works Director, r esignee, to ad ise the project.

FISCAL IMPACT:
There is no impact to the County General Fund. The estimated project cost is $73,000 funded by Transportation
Fund for Clean Air(TFCA) (89%), and Local Road Funds (11%).
REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The purpose of this project is to provide a bicycle facility for local and regional bicyclists. The route is currently
being used by bicyclists in the area to access recreational, school, shopping and light industrial facilities. The
proposed project route is also a thoroughfare to other destinations throughout the region. Consistent with the
Contra Costa Countywide Bicycle and Pedestrian Plan, the project will provide a formalized bike facility along
this stretch of roadway.
The proposed bicycle facility has two sections along both sides of the street on 3rd St. and Market Avenue. The first
section (2100 ft long) of the project along Market Avenue will contain a Class III bike route with signage at the
beginning and end of each block. The second section(1500 ft)along 3rd Street will contain a Class H bike lane with
signage and painted lane striping and pavement markings approximately 12ft from the center of the road way.
Construction will consist of installation of signs and the painting of striped lines and pavement markings on the
existing pavement.
No tree removal will be necessary. Real property transactions and utility relocations may be necessary in support of
this project. At least one lane of traffic will be open at all times during construction activities.
CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
