SUBJECT: Health Insurance Counseling and Advocacy Program (HICAP) funding
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE AND AUTHORIZE the Employment and Human Services Director, or designee, to execute an
amended contract with the California Department of Aging to increase the amount paid to the County by
$15,809 to a total funding amount of$273,234 for the Health Insurance Counseling and Advocacy
Program (HICAP)for the period of July 1, 2007 through June 30, 2008.
FISCAL IMPACT:
No County costs. Per California Department of Aging Amendment 1 (HI-0708-07) County to receive
increased funding by$15,809 for a total funding amount of$273,234.
BACKGROUND:
The Area Agency on Aging provides Health Insurance Counseling and Advocacy(HICAP) services to
Medicare beneficiaries., including Medicare beneficiaries by virtue of a disability, and those persons
imminent of Medicare eligibility as defined by Welfare and Institutions Code, (W&I) Sections 9541 (a) and
(c) (2) and to the public at large for HICAP community education services under W&I Code Section 9541
(c) (1), (4), (5), and (6).
The amendment will allow continued and increased HICAP services to Icare beneficiaries, including
