JUSTIFICATION
RECOMMENDATION:
ACCEPT the 2007 Annual Report from the Contra County County Historical Landmarks
Advisory Committee.
FISCAL IMPACT:
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377 which
requires that regular and on-going board, commission or committee shall annually report
on its activities, accomplishments, membership attendance, required training/
certification, and proposed work plan or objectives for the following year.

I. ACTIVITIES
The HLAC heard a proposal from the owner of Byron Hot Springs (BHS) regarding
placement of the BHS property in the County Historical Resources Inventory (HRI).
❖ The HLAC also worked at improving public access to the committee by including
information about the HLAC on the County website.
❖ The Committee adopted a purpose and guidelines for placement onto the County's
HRI and posted the information on the website.
II. ACCOMPLISHMENTS
❖ In 2007 the HLAC updated and improved the existing HLAC website to provide
additional information about the purpose of the HLAC as well as providing
information on historical resources within Contra Costa County and historical
preservation incentive resources. The HLAC website address is:

❖ The HLAC also updated the website to include information such as the adopted
purpose of the HLAC, guidelines for placement on the County's HRI as well as an
application form with requirements.
❖ The County HRI (1989) has also been placed on the website for viewing by the
public.

III. ATTENDANCE/REPRESENTATION
The five-member Committee is comprised of four Contra Costa County Historical Society
members (CCCHS) and the Contra Costa County Community Development Director. As
listed below, due to the level of participation from the HLAC members, a quorum was
achieved for each meeting held in 2007:

Although both Dr. Menesini's and Dr. Joseph Mariotti's terms have expired, August 6,
2006 .and July 7, 2007, respectively, they may serve until the Board of Supervisors
receives a letter from the President of the CCCHS regarding reappointment or
replacement.
IV. TRAINING/CERTIFICATION
The HLAC members completed the following:
❖ New members have viewed The Brown Act and the Ethics Orientation for County
Officials videos and have submitted their certification forms which are on file with the
Community Development Department.
The HLAC is current with the guidelines set forth in the Contra Costa Coun"Advisory
Body Handbook.
❖ Staff to the Committee attended a seminar on the California Environmental Quality Act
(CEQA) and historic preservation. z
❖ Steve Lawton, Chair, was a speaker at the Seaside Institute conference that focused
on Ft. Ord base restoration.
V. PROPOSED WORK PLAN/OBJECTIONS FOR NEXT YEAR
The HLAC is anticipating addressing a number of items in 2008 including:
♦ facilitating an application process for Mills Act contracts that would provide
property tax incentives for preservation and restoration of historical buildings;
and
♦ working in conjunction with the County Historical Society in updating and
revising the County Historical Resources Inventory that has not been updated
since 1989.
