SUBJECT: Contract amendment with the Neighborhood House of North Richmond.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment with The Neighborhood House of North
Richmond, a non-profit corporation, effective January 15, 2008 to decrease the
payment limit by $7,950 due to a reduction in Federal Funding, to a new payment limit
not to exceed $45,050, with no change in the term of July 1 , 2007 through June 30,
2008 to provide fiscal oversight of the community collaborative case management
program at Helms Middle School.
FISCAL IMPACT:
$45,050: Promoting Safe and Stable Families funds - $18,020 Federal; $18,921 State;
$8,109 County.

SUBJECT: CONTRACT WITH THE NEIGHBORHOOD HOUSE OF NORTH
RICHMOND.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth
Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self
Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are
Safe and Provide a High Quality of Life for Children and Families." This is accomplished
through providing community based case management to truant youth and their families.
BACKGROUND:
This contract establishes the Neighborhood House of North Richmond as the lead and
fiscal agent for a collaborative project in West Contra Costa County under the
Promoting Safe and Stable Families program (PSSF). The Neighborhood House of
North Richmond will partner and collaborate with Helms Middle School to implement a
program at Helms Middle School that will provide integrated, community-based case
management services to at least 70 truant, or at risk of becoming truant, students and
their families. The Neighborhood House of North Richmond will employ and train one
School Case Manager, two Community Case Managers, and one Bilingual (Spanish —
English) Community Outreach Worker to provide these ongoing services.
This amendment will decrease the total contract payment amount due to a reduction in
Federal Funding. (#19-299-2)
