SUBJECT: APPROVE and AUTHORIZE the Contra Costa County Librarian to Apply for and
Accept a Grant of$1,000 from the California Council for the Humanities for the Antioch
Library
SPECIFIC REQUEST(S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve and Authorize the Contra Costa County Librarian to apply for and accept a grant from the California Council for
the Humanities' How I See It: My Place program for$1,000 plus a"package"of equipment,materials and training for the
Antioch Library. The How I See It: My Place program will select 20 public libraries in California to implement a ten-week
digital photography documentary project for teens.
FINANCIAL IMPACT
The library will receive a$1,000 discretionary grant to support program activities,training and orientation at a two-day
workshop in spring 2008, including instruction in digital photography and research strategies,a start-to-finish how-to
program guide containing all the resources librarians need to organize, program, manage, publicize and evaluate the
project, equipment(digital cameras, printer/scanner and laptop computer), supplies(printer cartridges, batteries, paper,
notebooks, etc.),and ongoing program and technical support.
The program requires participating libraries to match the$1,000 grant with at least an equivalent amount of local
contributions. Library staff time and the cost of printing will comprise the library's required in-kind match.
BACKGROUND
The "How I See It: My Place" is a new program for California libraries that aims to engage young people in thinking in a
new way about the places where they live. The project aims to enhance youth and community awareness and appreciation
of place, community and environment. It also seeks to strengthen youth skills and self-confidence, enhance the capacity of
the participating libraries to conduct engaging young adult programming,and raise awareness of the central role libraries
play in community life.
Program activities will enable youth to actively explore their surroundings, document their observations through digital
photography and writing,conduct additional research and investigation,and share their discoveries about local history,
environment and culture with peers and community members at public events. Public program formats may take various
forms, from exhibits and tours to digital, multimedia and web-based presentations.
The Antioch Library staff will recruit 10 to 15 teen participants and lead them through a ten-week process of exploring,
investigating, and (re)discovering their local environment using the program outline, equipment and materials provided.
Librarians can identify additional local resources and resource people to assist if they wish. Librarians will help the teens
create an exhibit, a walking tour, an interactive digital map, or other means of communicating their findings to the rest of
the community. Librarians will also help the youth secure library space for an event, and organize and publicize the event.
At the conclusion of the project, librarians will evaluate the program and report on their experiences to peers and CCH.

the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES
THAT:
Effective January 1, 2008:
1) Reallocate the classification of Affirmative Action Officer(AJDB) from B82-1821 to B85-1904 on
the salary schedule and place employee#30596 at Step 5 on the new salary range. Reallocate the
classification of Deputy County Administrator(ADDG) from B82-1821 ($6,549 - $8,383) to B85-1904
($6,901 - $8,388) on the salary schedule. Cancel outstanding performance steps in Resolution No.
92/307. Reallocate the classification of Budget Systems Administrator(ADSA) from B82-1821 to B85-
1904 and place employee#53576 at Step 5 on the new salary range. Reallocate the classification of
Special District Analyst (ADDE) from B82-1771 to B85-1904 on the salary schedule and place
employee#60713 at Step 4 on the new salary range. Reallocate the classification of Special Project
Manager(ADS5) from B82-1821 to B85-1904 on the salary schedule and place employee#67111 at
Step 2 on the new salary range. Cancel outstanding performance steps in Resolution No. 2006/126.
2) Establish the classification of Principal Management Analyst (ADHB) at salary level B85-1904 and
transfer position #227, #277, #6423, #12869 and incumbents to the classification of Principal
Management Analyst.
3) Cancel the classifications of Deputy County Administrator(ADDG), Budget Systems Administrator
(ADSA), Special District Analyst (ADDE), and Special Projects Manager (ADS5).
