SUBJECT: AUTHORIZATION TO EXECUTE AGREEMENT AMENDMENT WITH
CALIFORNIA DEPARTMENT OF COMMUNITY SERVICE AND
DEVELOPMENT FOR WEATHERIZATION AND HOME ENERGY
ASSISTANCE PROGRAM
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute an agreement amendment to accept funding from the California Department
of Community Services and Development to increase the payment limit by $66,473 for
a new payment limit of $875,317 for weatherization and home energy assistance
program and to extend the term end date from December 31 , 2007 to a new term of
January 1 , 2007 through April 30, 2008. (All Districts)
FISCAL IMPACT:
Funding will be appropriated into the Department's FY 2007-08 budget. No County
costs.

CHILDREN'S IMPACT STATEMENT:
The Department's Home Energy Assistance Program supports two of Contra Costa
County's community outcomes - Outcome 3: "Families that are Economically Self-
sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing." These
outcomes are achieved by offering assistance with home energy costs and providing
weatherization services to program eligible individuals and families throughout Contra
Costa County.
BACKGROUND:
On January 23, 2007 the Board authorized the Department to accept funds from the
California Department of Community Services and Development in support of the
County's Home Energy Assistance Program which is operated by the Employment &
Human Services Department. Approval of this agreement amendment will allow for
additional households to be served for an extended contract term.
