HomeMy WebLinkAboutMINUTES - 01152008 - C.19 5E Contra TO: BOARD OF SUPERVISORS - - FROM: Lionel Chatman, - Costa County Probation Officer DATE: January 8, 2008 STA-�aUr County SUBJECT: Appropriations Adjustment for Probation - New Revenue SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE Appropriations Adjustment No. , authorizing new revenue in Probation Facilities (0309) in the amount of $443,277, and an appropriation increase for the expenditure of those funds on Probation staff and expenses. APPROVE Appropriations Adjustment No. '`� , transferring $242,166 from (0310) Care of Court Wards (DJJ commitments) to Probation Facilities (0309) as additional funding for care and services to be rendered to youths who formerly would have been committed to DJJ. FISCAL IMPACT: Contra Costa County has been awarded $443,277 in a Youthful Offender Block Grant by the California Department of Corrections and Rehabilitation, Division of Juvenile Justice (formerly the California Youth Authority). BACKGROUND: Beginning September 1 , 2007 the Division of Juvenile Justice stopped accepting juvenile court commitments and parole violators, except those convicted of violent, serious, or sex offenses. Juvenile offenders with less serious crimes will now be kept in their local jurisdictions, where they can benefit from programs within their communities and be closer to potential support networks. The 2007-2008 state budget includes $443,277 from the General Fund for Contra Costa County to provide services to juvenile offenders who will no longer be housed in DJJ facilities or supervised by the Division of Juvenile Parole Operations. The state Department of Finance also calculates that Contra Costa County will save $242,166 in fees it would have paid to DJJ for the care of these juveniles. It is the state's intent that the combination of these resources be used for rendering care and services to these youth at the local level. Probation has developed a plan for the new program, and is presenting it to the Board for approval along with these adjustments.
