SUBJECT: Resolution No. 2008/35 County Administrator's Office
SPECIFIC REQUEST(S) OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Resolution No. 2008/35 to establish the classification of Principal Management Analyst (ADHB); reallocate the
classifications of Deputy County Administrator(ADDG),Affirmative Action Officer(AJDB), Budget Systems Administrator
(ADSA), Special District Analyst(ADDE), Special Project Manager(ADS5) on the salary schedule, and cancel outstanding
performance pay as outlined in this resolution. Transition incumbents into identified classifications in Resolution No. 2008/35 to
Principal Management Analyst (ADHB). Cancel the classifications of Deputy County Administrator(ADDG), Budget Systems
Administrator(ADSA), Special District Analyst(ADDE),and Special Projects Manager(ADS5).

BACKGROUND:
The County Administrator's Office has undertaken a reorganization of its classification structure. In an effort to perform its
function more effectively and efficiently,the number of CAO job classifications are bring reduced, the positions retitled and
reallocated on the salary schedule. In this first of three reorganization actions, four (4) classifications are being
consolidated into one (1) classification. This consolidation eliminates classification proliferation, and establishes a class
structure that is more easily administered and is comparable to classification structures utilized within the County
Administrator/Executive Office in other California counties.
CONSEQUENCE OF NEGATIVE ACTION:
Should this request not be granted,the County Administrators Office will continue to utilize several classifications to
perform Principal Management Analyst work.

THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of
the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES
THAT:
Effective January 1, 2008:
1) Reallocate the classification of Affirmative Action Officer (AJ DB) from B82-1821 to B85-1904 on
the salary schedule and place employee#30596 at Step 5 on the new salary range. Reallocate the
classification of Deputy County Administrator (ADDG) from B82-1821 ($6,549 - $8,383) to B85-1904
($6,901 - $8,388) on the salary schedule. Cancel outstanding performance steps in Resolution No.
92/307. Reallocate the classification of Budget Systems Administrator (ADSA) from B82-1821 to 685-
1904 and place employee #53576 at Step 5 on the new salary range. Reallocate the classification of
Special District Analyst (ADDE) from B82-1771 to B85-1904 on the salary schedule and place
employee #60713 at Step 4 on the new salary range. Reallocate the classification of Special Project
Manager(ADS5) from B82-1821 to B85-1904 on the salary schedule and place employee #67111 at
Step 2 on the new salary range. Cancel outstanding performance steps in Resolution No. 2006/126.
2) Establish the classification of Principal Management Analyst (ADHB) at salary level B85-1904 and
transfer position #227, #277, #6423, #12869 and incumbents to the classification of Principal
Management Analyst.
3) Cancel the classifications of Budget Systems Administrator (ADSA), Special District Analyst
(ADDE), and Special Projects Manager (ADS5).
