HomeMy WebLinkAboutMINUTES - 01082008 - C.88 TO: BOARD OF SUPERVISORS Contra FROM: William Walker, M.D., Health Services Director By: Jacqueline Pigg, Contracts Administrator " Costa DATE: December 20 2007 County SUBJECT: Approval of Novation Contract#74035-10 with Early Childhood Mental Health Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74035-10 with Early Childhood Mental Health Program, a non-profit corporation, in an amount not to exceed $52,000, to provide mental health services to recipients of the CalWORKs program and their children for the period from July 1, 2007 through June 30, 2008. This Contract includes a six-month automatic extension through December 31, 2008, in an amount not to exceed$26,000. FISCAL IMPACT: This Contract is funded 100% by the State of California Work Opportunities and Responsibilities to Kids (CalWORKs) through the Employment and Human Services Department. CHILDREN'S IMPACT STATEMENT: This CalWORKs program supports the following Board of Supervisors' community outcomes: "Children Ready For and Succeeding in School" and "Families that are Safe, Stable, and Nurturing". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and a decreased us of acute mental health care. Among the changes was a provision, which required treatment of substance abuse and mental illnesses of Welfare-to-Work participants, when these conditions interfere with participation in Welfare-to-Work activities. Subsequently, County's Employment and Human Services Department and Health Services Department signed an Interdepartmental Services Agreement (#21-427), which allowed the Health Services Department to provide substance abuse and mental health services to Welfare-to- Work participants referred by the Employment and Human Services Department. On January 9, 2007, the Board of Supervisors approved Novation Contract #74-035-9 with Early Childhood Mental Health Program, for the period from July 1, 2006 through June 30, 2007, which included a six-month automatic extension through December 31, 2007, for the provision of mental health services to recipients of the Ca1WORKs Program and their children, including individual, group and family collateral counseling, case management, and medication management services, to reduce barriers to employment. Approval of Novation Contract #74-035-10 replaces the automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 2008.
