Uilkema, Chair Supervisor Federal Glover DATE: January 8, 2008 SUBJECT: REPORT ON THE SAN FRANCISCO-STOCKTON SHIP CHANNEL DEEPENING PROJECT: REQUEST FOR FUNDS FROM THE PROPOSITION 1B TRADE CORRIDOR IMPROVEMENT FUND SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION DIRECT Water Agency staff to apply for $35 million in funding from the State Proposition 1 B Trade Corridor Improvement Fund for the San Francisco-Stockton Ship Channel Deepening Project , and ACCEPT funds if they are procured, for the purposes of providing the 25% non- federal funds for the project, as recommended by the Transportation, Water & Infrastructure Committee. FISCAL IMPACT There is no fiscal impact to the County from the abovementioned action. Contact: Roberta Goulart (925) 335-1226) ATTESTED cc: Community Development Department (CDD) JOHN CULLEN, CLRK OF County Administrator Office (CAO) THE BOARD OF SUPERVISORS AND COUN ADMINISTRATOR BY EPUTY BACKGROUND/REASONS FOR RECOMMENDATION The Highway Safety, Traffic Reduction, Air Quality and Port Security Bond Act of 2006, otherwise known as Proposition 1 B, provided $2 billion for the Trade Corridors Improvement Fund (TCIF). This fund provides for infrastructure improvements along corridors that have a high volume of freight movement. The legislature appropriates funds, which are allocated by the California Transportation Commission (CTC). The Metropolitan Transportation Commission is working with the San Joaquin, Sacramento and Stanislaus Councils of Governments and the Port of Oakland in compilation of priority lists for northern California for funding consideration by the CTC. The County, with the Port of Stockton, are the local sponsors for the San Francisco-Stockton Ship Channel Deepening Project. The local sponsors' role is primarily to provide a cost share component for the federal project, and to provide lands, easements and rights-of-way where necessary. The County has long been a local sponsor for the project, and has been the primary advocate for federal funds for the project for many years. The Port of Stockton, working through the San Joaquin Council of Governments, has had some success in getting the project (labeled as the Port of Stockton dredging) on MTC's Tier 1 list for funding, but at the reduced amount of $17.5 million, rather than the fully funded amount of $35 million (total cost of the project is $141 million). The deepening project fits the criteria contained in the legislation and guidelines, and has the requisite funding match, as a federal project. There does not appear to be local competition or controversy regarding this request for funds. Applications are due January 17, 2008. At the December 10, 2007 meeting the TWIC discussed the item, and recommends applying for these funds for the Project's local match. 2
