FISCAL IMPACT: There is no net County cost. BACKGROUND: The department is requesting to reallocate the salary of Information System Manager II from a salary range of seven (7) steps to five (5) steps. The two performance steps, six and seven are being merged into a five step salary range, which will allow the department to remain competitive in comparison to like Counties through out the Bay Area. This reallocation is necessary to attract and retain well qualified Information System Managers. Department Of Information Technology and Public Works concurs with this action. The systems must remain operational to serve the large number of clients who require services. REQUESTED ACTION: The Department requests to reallocate the Information System Manager II from 7 steps code B85 1932 to 5 steps code B85 2031 on the schedule. IL FISCAL IMPACT: This reallocation of steps will result in no increase in county expenditures. The reduction from 7 steps to 5 steps is cost neutral. CALCULATION $15,686 Information System Program Manager II Step 7 ($9507 x 65% benefits) -15,686 Information System Program Manager II Step 5 (9507 x 65% benefits) $ 0 County Monthly Cost III. BACKGROUND/REASONS FOR REQUEST: The Department requests to reallocate the Information System Manager 11 salary schedule of 7 steps code B85 1932 to 5 steps code B85 2031. This will result in no additional county cost. The reallocation is necessary in order to attract and retain well qualified Information Technology managers. Incumbents in this classification manage complex information technology systems that support a major County Department. The systems must remain operational to serve the large number of clients who require services. In addition, the difference between the highest step of this classification's salary and the next lowest subordinate position is only 5% resulting in compaction. i Filling the vacant position at the current step 5 could result in the incumbent being paid less than one or more subordinates. CONSEQUENCES OF NEGATIVE ACTION: If this action is not approved, the Department and County will be hampered in hiring the most qualified candidates. 1
