SUBJECT: Approval of Request to Appoint the County Finance
Director-Exempt at Step 5 of the Salary Range
SPECIFIC REQUEST(S) OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATION
ADOPT Resolution No. 2008/5 to approve and authorize the County Administrator to appoint the County Finance
Director-Exempt at Step 5 of the salary range.
FISCAL IMPACT
The request for placement at Step 5 in the salary range is within the approved department budget.
BACKGROUND
The County Administrator is requesting that employee #40206 be appointed at Step 5 of the County Finance Director-
Exempt salary range. The County Salary Regulations, adopted in 1983, provides that internal promotional salary
increases be made to the next higher step which is at least 5% above the employee's current step. Placement of an
employee upon promotion at a higher step requires Board of Supervisors' approval. In this case, the County
Administrator has determined that placing this employee at Step 5 is necessary in order to compensate her for the loss of
the monthly Budget Coordinator differential that she is receiving in her current position, the increased executive
responsibility of the new job duties, and to recognize the exempt status" of the newly created County Finance Director
classification.
RESULT OF NEGATIVE ACTION
If this request is not approved, the employee will not be appropriately compensated in relation to the position's span of
control and scope of responsibility.

SUBJECT: In the Matter of Adjusting the Salary Step Placement for the County Finance Director-
Exempt
THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS in its capacity as governing Board of
the County of Contra Costa and all districts of which it is ex-officio governing Board RESOLVES
THAT:
WHEREAS, the County Administrator wants to compensate the newly appointed County Finance
Director-Exempt at the fifth step of the salary range;
WHEREAS, the County Salary Regulations, adopted in 1983 state, "Any employee who is appointed
to a position of a class allocated to a higher salary range than the class he previously occupied shall
receive the salary in the new range which is next higher than the rate the employee was receiving
before promotion. In the event this increase is less than five percent, the employee's salary shall be
adjusted to the step in the new range which is five percent greater than the next higher step, if the
new range permits such adjustment";
WHEREAS, the placement of the County Finance Director-Exempt indicated below does not take into
consideration her previous salary and monthly differential received as acting budget coordinator while
in the classification of Sr. Deputy County Administrator;
NOW, THERFORE, BE IT RESOLVED that effective November 15, 2007, employee#40206 shall be
appointed at Step 5 of the salary range for the County Finance Director-Exempt.
