SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20502 to add one (1) Workforce Services Specialist position
(XANA, represented) and cancel one (1) Business Services Representative position #11675 (X7SC,
represented).
FISCAL IMPACT: This position is 100% funded by State and Federal Funds. There is no net County cost.
BACKGROUND: The Workforce Services Bureau has undergone a reorganization that caused staff to analyze
the efficiency of the Bureau and the Management System Special Projects unit. The Workforce Services
Specialist is needed to perform research and complete special projects for the Bureau. This position will work
directly with the Workforce Services Director and the Division Manager for the Management System Special
Projects unit analyzing and tracking operational approaches and program services designed to increase Work
Participation Rate (WPR), and the State's Pay-for-Performance outcomes.

The duties of the Business Services Representative have been divided between current staff and the Workforce
Development Board and are no longer needed as a full-time position in the Workforce Services Bureau.
CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Department will be unable to meet
the operational needs of the Bureau, which would cause a decrease in the level of services provided to the
client.
