BACKGROUND: The Probation Department requests the cancellation of a vacant Probation Manager position and the addition of one (1) Field Services Director position as a result of an impending departmental reorganization. Under the reorganization, the Director of Field Operations is responsible for overseeing the organization and planning of the field services for the Probation Department, and will provide direction and supervision to field staff, including Probation Managers who directly supervise adult and juvenile probation officers and other personnel in three field offices. The Field Services Director will report directly to one Chief Deputy Probation Officer in charge of Institutional Operations. The Chief Deputy Probation Officer will be more involved with department policy-making and act more as a liaison with County and State government and thus, will be less involved with the day- to-day operations of the facilities. The Probation Department will adjust its vacancy factor to neutralize this additional cost this year and in future years. CONSEQUENCE OF NEGATIVE ACTION: Efficacy of the overall day-to-day operations of the county juvenile facilities will be greatly increased by these actions. Therefore, if this action is not approved, the Probation Department will be denied the opportunity to implement a more effective management structure for the Juvenile Institutions and Probation Department administration.
