Director of Human Resources XI-Q-� --.-'." s° COUNTY DATE: January 8, 2008 >q SUBJECT: Position Adjustment Resolution # 20507 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ADOPT Position Adjustment No. 20507 to add one (1) Institutional Supervisor II (Unrepresented) position and cancel two (2) vacant Permanent-Intermittent Probation Counselor I (Represented) positions #10333 and #10332 in the Probation Department, Juvenile Hall Division, as recommended by the Assistant County Administrator-Director of Human Resources. FISCAL IMPACT: The cancelation of two (2) vacant Permanent-Intermittent Probation Counselor I positions will offset the additional cost of adding one (1) Institutional Supervisor II position. BACKGROUND: The Probation Department is requesting the addition of one (1) Institutional Supervisor II position to Juvenile Hall. Institutional Supervisor II responsibilities have increased in the Juvenile Hall due to the addition of a new secure rehabilitation unit to house youth and the transfer of an Intake Unit composed of nine (9) additional staff members (one (1) Probation Supervisor, seven (7) Deputy Probation Officers and one (1) Clerk) into the Juvenile Hall. The Department has assessed the recent operational personnel issues and determined that the span of control is inadequate and that additional supervision is needed in order to ensure an effective and efficient operation of the Juvenile Hall Division. CONSEQUENCES OF NEGATIVE ACTION: If this action is denied, the Probation Department will remain understaffed in the Juvenile Hall Division. The lack of onsite supervision and training of staff could result in increased personnel misconduct and potential liability to the County.
