RECOMMENDATION:
Adopt Position Adjustment Resolution Number 20379,to cancel six vacant Specialty Crew Leader(PSTC) [Represented] positions(#1576,
#1587,#1607,#1614,#1642, and#1648)at salary level QS51469($4,485-$4,945); add six Maintenance Worker III (PSTE) [Represented]
positions at salary level QS51352($3,995-$4,856); and abandon the classification of Specialty Crew Leader as recommended by the
Assistant County Administrator-Human Resources Director
FISCAL IMPACT:
Upon approval, this action will result in a cost savings.
BACKGROUND:
In May 2007,the Public Works Department created a flexibly staffed series of Maintenance Worker I, II, 111, and IV by re-titling and reallocating
various existing maintenance related classifications (Laborer, Equipment Operator I and 11) and establishing a new Maintenance Worker II
classification. This action was necessary in order to consolidate the various classes into one flexibly staffed series which would clearly
illustrate a career ladder to potential applicants and current incumbents as well as ensure consistency among the classifications in Public
Works.To further consolidate the maintenance related classifications and utilize the Maintenance Worker series,the Department is canceling
the existing vacant Specialty Crew Leader positions and abandoning the Specialty Crew Leader classification. In place of the Specialty Crew
Leader,the Department will utilize the Maintenance Worker IV classification.
Additionally, the Department is requesting the addition of six Maintenance Worker III positions to meet current staffing needs in the
Maintenance Division. These positions will be responsible for operating various types of equipment involving relatively simple manual
manipulations and adjustments in the construction and maintenance of County roads and drainage facilities

In an effort to reduce the number of classifications in the County and to illustrate a clear career path for incumbents and applicants, the
Department has created the Maintenance Worker series. If this action is not approved,the Department will continue to use the Specialty Crew
Leader classification even though the newly created series has incorporated the duties indicative of the Specialty Crew Leader classification.
