RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Chief Engineer Flood Control and Water Conservation District, or
designee, on behalf of the Contra Costa Clean Water Program, to execute a contract amendment with
Astone, effective November 6, 2007, to increase the payment limit by $7,500 to a new payment limit of
$479,500 for BASMAA Public Education and Industrial Outreach Activities mandated by the Joint
Municipal National Pollutant Discharge Elimination System Permits issued by the San Francisco Bay and
Central Valley Regional Water Quality Control Boards Countywide (BASMAA Agencies Dues) (All
Districts) Project No. 7519 6x7660

FISCAL IMPACT:
The cost is estimated to be $479,500 and shall be paid by BASMAA Agencies dues.
REASONS FOR RECOMMENDATION AND BACKGROUND:
The Bay Area Stormwater Management Agencies Association (BASMAA) was formed on October 28, 1989. It
consists of cities,counties and special districts in the Bay Area mandated by the Federal and State Clean Water Acts
to address urban runoff or stormwater pollution.
The principal agencies constituting BASMAA were organized through a Memorandum of Understanding(MOU).
The Contra Costa County Flood Control &Water Conservation District sets on behalf of the Contra Costa Clean
Water Program. The Program is twenty-one municipalities including Contra Costa County, all nineteen of its
incorporated cities and the Flood Control District. The Contra Costa Clean Water Program is a principal member of
BASMAA.
Contra Costa County has been designated by the BASMAA Board of Directors to be the Treasurer for FY 2007/08
and is responsible for contracting services to meet BASMAA's goals and objectives.
On September 27, 2007,the BASMAA Executive Board met and agreed to increase the budget by$7,500 to cover
the cost of additional outreach to be included with one of the tasks.
CONSEQUENCES OF NEGATIVE ACTION:
If the consulting services amendment with Astone is not approved,then all municipalities maybe in con-compliance
with the Joint Municipal NPDES permits issued by the San Francisco Bay and Central Valley Regional Water
Quality Control Boards. Potentially,fines totaling$10,000 per day and$10 per gallon of stormwater discharge for
all affected entities could be imposed.
