BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. Activities In-Home Supportive Services Provider/Consumer Training: Through recommendations from the Health, Safety and Education Committee, consumer and provider educational and training sessions were conducted in January, March, May, July, and November 2007. Topics presented included: • Nutrition and Fluids—cooking for people with diabetes,kidney ailments and stroke victims. • Home Care—Caring For Others Can Be Dangerous Work • Blood Borne Diseases— Universal Precautions • Caring for someone with Alzheimer's • Avoiding Depression at Holiday Time Spanish translation was provided at the training sessions as needed. A total of 418 consumers and providers attended training sessions in 2007. Training sessions on CPR were offered in February, April, June, August, and October. A total of 52 providers were CPR certified. Rapid Response Program: The Rapid Response Program refers providers to .IHSS consumers who are unexpectedly without their regular provider. The Program Guidelines limit the number of times a consumer may call for a Rapid Response Provider to three times a month and each referral can be for up to three days. The data below is from November 2006 through October 2007: Number of requests and referrals filled 472 Number of consumers who were served: 132 Number of Rapid Response Providers 46 Sample of comments from consumers: "This service has worked well for me." "Keep the pleasant ladies; you're doing a great job!" "The responders are excellent." Acute and Long Term Care Integration: Continued participation in county activities to establish an Acute and Long Term Care Integration program. Accomplishments Advisory Committee members attended a Forum to hear the Emergency Services/Disaster Plan co-sponsored by the Office of Emergency Services, Contra Costa Area Agency on Aging and Contra Costa Department of Public Health where they gathered handouts on Evacuation Drill Planning, Personal Preparations for Disasters by Vulnerable and Special Populations, Lists of Supplies to Stock in Homes and Automobiles and Preparing for Pandemic Influenza. These handouts have been distributed at each Advisory Committee meeting. Advisory Committee members were involved in the passage of SB 868 (Ridley-Thomas), legislation which now requires the state to pay its share of the cost for Department of Justice criminal background investigations administered by the Public Authority. Note: The Public Authority will begin conducting criminal background checks on existing and new registry providers in January 2008. Two Advisory Committee members participated in the review of the state guidelines for the Older Adults component of the Mental Health Services Act and in the development of a proposal for a new program for this population. Two Advisory Committee members participated in a Health Fair in East County where they distributed information about the Public Authority and the Advisory Committee. Five Advisory Committee members attended a statewide conference, "Empowering California's IHSS Advisory Committees through Communication and Education,where they heard various presentations including the following topics: Partnerships & Developing Resources, Successful Local Programs, How to Reach Consumers and Providers, an Olmstead Overview and other sessions that offered ideas and information about improving Advisory Committees and current issues affecting In-Home Supportive Services. Newsletter: Three issues of"Living Independently" were published in calendar year 2007 and mailed to 6,300 IHSS consumers, 6, 100 IHSS providers and over 200 other interested individuals. Each issue contained articles to promote the health and well being of consumers and providers, educational information on current issues affecting those in the IHSS program and feature articles and lists of resources available to them. M. Attendance/Representation State Law, regulations and County Ordinance specify an 11 member Advisory Committee appointed by the Board of Supervisors. No fewer than 50 percent of the members shall be individuals who are current or past users of personal assistant services paid for through public or private funds or recipients of In-Home Supportive Services. In January 2007, there were eight appointed members with the following vacancies: Consumer 60 or older— Seat 3 District Appointments—II and V In July 2007, Sydney Anderson was appointed to fill the District V position. In November 2007, Ethel Dotson, Chair of the Advisory Committee, passed away creating a vacant position for a consumer over 60, Seat 2. This was a great loss. Recruitment for replacement members was ongoing throughout 2007. Each issue of the Advisory Committee Newsletter, Living Independently, mailed to all 6,000 + IHSS Consumers and 6,000+providers in the county included an appeal for interested persons. Presentations were made at the Central, East and West County Senior Coalitions. Fliers were mailed to every IHSS social worker, Senior Center and Senior Residential program in the county and were distributed at five Health Fairs throughout the county. The Advisory Committee also announces any vacancies at each monthly training session for consumers and providers. IV. Training/Certification The Public Authority Advisory Committee received training or attended presentations on the following topics: • Medicare Part D • Brown Act • Legislative Advocacy • Statewide Quality Assurance Implementation/Hourly Task Guidelines • Guidelines for Mental Health Services Act • Emergency Preparedness • Olmstead Update • California In-Home Supportive Services Consumer Alliance (CICA) Conference V.
