RECOMMENDATION:
RECEIVE 2007 Annual Report submitted by the Contra Costa County Emergency Medical Care
Committee.
BACKGROUND:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that
each regular and ongoing board, commission, or committee shall annually report to the Board of
Supervisors on its activities, accomplishments, membership attendance, required training/certification (if
any), and proposed work plan or objectives for the following year, on the second Tuesday in December.
Annual reports shall follow the following format and shall not exceed two typewritten pages:

Annual Report for 2007
Advisory Body Name: Emergency Medical Care Committee (EMCC)
Advisory Body Meeting Time/Location: 4 p.m. - 5:30 p.m. on the second Wednesday of March,
June, September, and December. Meetings are held at the Contra Costa County Schools
Insurance Group Conference Room in Pleasant Hill.

Reporting Period: December 1, 2006 - November 30, 2007
I. Activities:
The EMCC,.over the four (4) meetings in the past year, was involved in or kept its membership
informed in the following areas:
• Status and impact of Doctors San Pablo Medical (DSP) Center emergency department
closure (September 11, 2006 to November 17, 2006) on ambulance traffic, and subsequent
financial challenges facing the hospital. EMCC Chair Leng met with Dr. Walker, Director of
Health Services, to share the EMCC's concerns over the potential closure of DSP.
• 2006 Revision to the Multi-Casualty Incident Plan (MCIP).
• Initiation of a countywide paramedic 12-lead EKG program, as the first step towards a
countywide STEMI program to reduce mortality from heart attack.
• Suspension of emergency department diversion policy.
• Concord Police Department's creation of a tactical paramedic medical team.
• November 15, 2006 Golden Guardian disaster exercise simulating an earthquake on the
San Andreas Fault and the collapse of a Bay Area hospital.
• Implementation of a countywide First Responder Patient Care Reporting System.
• Communications upgrades and system enhancements funded by Measure H.
• EMS Fire Training Consortium (CCTC) activities, specifically standardization of advance
paramedic and EMT training, and performance improvement.
• EMS system review and planning process, with emphasis on the EMS Quality Improvement
Plan.
• Additions to paramedic practice in the field including CPAP and 1/0 access.
• DMAT (Disaster Medical Assistance Team) activation following Hurricane Katrina. Rough
and Ready 2007 exercise including set up of a 200-bed mobile field hospital as a training
opportunity for DMAT and CaIMAT (California Medical Assistant Team).
• Status of wireless 9-1-1 in Contra Costa County.
■ EMS committee activities including the Facilities and Critical Care Committee, the EMS
Medical Advisory Committee and EMS Hospital Disaster Forum.
• The addition of the 2-1-1 system to services offered by the Contra Costa Crisis Center, and
its potential to assist in disaster response.
• Public Access Defibrillation programs, including new state requirement that all health clubs
be equipped with an AED as of July 1, 2007.
• Legislation concerning EMT and paramedic oversight and discipline.
• CHEMPACK nerve agent antidote caches (part of the Center for Disease Control's
Strategic National Stockpile) located in Contra Costa County.

II. Accomplishments
The EMCC approved the 2006 Revision to the Multi-Casualty Incident Plan, a component of
the Contra Costa County Emergency Medical Services Agency System, developed by a
multidisciplinary task force. The plan, effective June 1, 2007, covers responses to various
levels of incidents or potential incidents that occur within Contra Costa County.
The EMCC proposed priorities for the 06/07 EMS System Plan, which was submitted to the
State.
Revision to EMCC Bylaws completed in December 2006.
Worked with Health Services Mental Health and Alameda/Contra Costa Medical Association to
reinstate a policy/procedure allowing emergency physicians to apply 5150 holds.
III. Attendance/Representation
The EMCC is a multidisciplinary committee with membership consisting of representation of
specific EMS stakeholder groups and organizations plus one consumer member and one
alternate nominated by each Board of Supervisor member. There are 27 member seats on
the EMCC. Five seats were vacant due to no nominee submitted by the Public Managers'
Association, Contra Costa Sheriff-Coroner, EMS Training Institution, Private Provider Field
Paramedic, and District IV.
The majority of EMCC representatives or alternates were regular participants. A quorum was
achieved at each of the four EMCC meetings in the past year.
IV. Training/Certification
Each EMCC representative and alternate representative was given a copy of the Advisory
Body Handbook and copies of the "The Brown Act and Better Government Ordinance - What
you Need to Know as a Commission, Board or Committee Member" and "Ethics Orientation for
County Officials" videotapes during their two-year term. Responsibilities of County Boards
were discussed including the responsibility to view the videotapes and submit signed
certifications. Certification forms have been received from 16 of 22 of the representatives and
8 of 17 alternates. Nine certifications are attached, the rest having been submitted in previous
years.
V. Proposed Work Plan/Objectives for Next Year
Report to the local EMS Agency its observations and recommendations relative to its review
of:
• West County Hospital services availability.
• Emergency medical care and first aid practices, including the education of people about the
benefits of cardiopulmonary resuscitation and public access defibrillation.
• Disaster planning including communications capabilities, pandemic flu, surge capacity and
other health related issues.
• EMS System QI Plan.
• EMS for Children Plan.
• Implementation of the new 5150 training, application, and review process.
