SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
1. ACKNOWLEDGE that the Board of Supervisors referred three new issues to the Family and Human Services
Committee (FHS)for their review and consideration during the 2007 calendar year in addition to twenty-nine
referrals carried over from the prior year.
II. ACCEPT the recommendation to carry forward the following twenty-one referrals from the 2007 Family and
Human Services Committee to the 2008 Committee:
a) Referral #1 —Child Care Affordability Fund
b) Referral #2—Oversight of the Service Integration Team
c) Referral #5—Continuum of Care Plan for the Homeless/Healthcare for the Homeless
d) Referral #11 —Oversight of the Work of the Policy Forum
e) Referral #20— Public Service Portion of the CDBG
f) Referral #25—Child Care Planning/Development Council Membership
g) Referral #44— Challenges for EHS
h) Referral #45— Elder Abuse
i) Referral #53— Head Start Income Eligibility
j) Referral #56 — East Bay Stand Down for Homeless Veterans (Bi-annual)
k) Referral #58—County Wide Youth Commission

III. RENAME referral #78—Community Services Department Oversight to read #78—Community Services
Bureau/Head Start Oversight to reflect the merger of the Community Services Department with the Employment
and Human Services Department. Carry forward the referral to the 2008 Committee.
IV. RENAME referral #92— Local Planning Council —Child Care Needs Assessment to read #92— Local Planning
Council —Countywide Child Care Plan, as requested by the Local Planning Council to reflect the broader range of
issues surrounding child care in the County. Carry forward the referral to the 2008 Committee.
V. COMBINE referral #69—Child Welfare Redesign and referral #95— EHS-CFS Service Delivery Practices which
deal with the same program and overlap. RENAME the combined referral as#95—Child Welfare System
Improvement Plan and carry forward the combined referral to the 2008 Committee.
VI. CLOSE the following seven referrals for which there are no outstanding policy issues for FHS review and/or
consideration:
a) Referral #3—Oversight of the Juvenile Systems Planning Advisory Committee
b) Referral #32—Alcohol and Drug Treatment Programs for Youth
c) Referral #50— Healthy Families Program
d) Referral #65—Advisory Council on Domestic Violence
e) Referral #70—Contracting Practices in Health and Human Services
f) Referral #74 — Disproportionate Minority Contact
g) Referral #83 —Zero Tolerance
VII. REFER to the Committee the review of the status of the integration of the Community Services Department into
the Employment and Human Services Department, as requested by the Department Director.
BACKGROUND/REASONS FOR RECOMMENDATION(S):
Between January and December 2007, the Board of Supervisors referred three new issues to the Family and Human
Services Committee (FHS) in addition to twenty-nine referrals carried forward from the 2006 year. The FHS Committee
heard thirty-seven reports on twenty-eight different issues referred. In many cases the FHS provided oversight and
guidance on issues; in others it recommended funding allocations for Board approval. In still others, it considered and
made recommendations to the Board on memberships/appointments to committees and advisory bodies.
Four referrals were not brought to FHS for discussion during the year. These referrals include:
a) Referral #56— East Bay Stand Down for Homeless Veterans (Bi-annual)
The Stand Down in organized on a bi-annual, therefore, this itern is scheduled for discussion at the Committee only
in even numbered years.
b) Referral #65—Advisory Council on Domestic Violence
This Council was dissolved by the Board of Supervisors. Therefore, there were no activities in 2007 to be
discussed by the Committee.
c) Referral #74— Disproportionate Minority Contact

All outstanding issues were resolved in 2006. The referral was held open in 2007 to allow the issues to be revisited
if necessary. This item is recommended for close-out.
d) Referral #83—Zero Tolerance
All outstanding issues were resolved in 2006. This item is being recommended for close-out.
