SUBJECT: Approval of Novation Contract 424-938-12 County
with Seneca Residential and Day Treatment Center for Children
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION
RECOMMENDATION(S):
Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the
County, Novation Contract #24-938-12 with Seneca Residential and Day Treatment Center for Children, a non-profit
corporation, in an amount not to exceed $101,135, to provide school-based mental health services in the West Contra
Costa Unified School District, for the period from July 1, 2007 through June 30, 2008. This Contract includes a six-
month automatic extension through December 31, 2008, in an amount not to exceed$50,567.
FISCAL IMPACT:
This Contract is funded 27% by Federal Medi-Cal, 27% by State Early and Periodic Screening, Diagnosis and
Treatment(EPSDT),46%Individuals with Disabilities Education Act(IDEA/SB90).
CHILDREN'S IMPACT STATEMENT:
This EPSDT Program supports the following Board of Supervisors' community outcomes: "Children Ready for and
Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and"Communities that are Safe and Provide
a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive
social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CA-FAS).
BACKGROUND/REASON(S)FOR RECOMMENDATION(S):
This Contract meets the social needs of County's population in that it provides mental health services to an
underserved high-risk population within the West Contra Costa Unified School District to increase student success in
school,at home,and in the community.
On December 19, 2006, the Board of Supervisors approved Novation Contract #24-938-11 with Seneca Residential
and Day Treatment Center for Children, for the period from July 1, 2006 through June 30, 2007, which included a six-
month automatic extension through December 31, 2007, for the provision of school based mental health services in
the West Contra Costa Unified School District.
Approval of Novation Contract#24-938-12 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through June 30, 2008.
