IN THE MATTER OF HONORING RESOLUTION NO. 2008/596
RICK ALCARAZ
AND CONGRATULATING HIM
ON BEING NAMED LABOR-TO-LABOR's
2008 ACTIVIST OF THE YEAR
WHEREAS, Rick Alcaraz grew up and attended public schools in Richmond, California; and
WHEREAS, Rick Alcaraz was a member of the Plumbers and Steamfitters UA Local 159 for 38 years,
including serving 11 years as Board President and 4 3years as Vice-President; and
WHEREAS, Rick Alcaraz served for 10 years on the Executive Board of the Plumbers and Steamfitters
UA Local 159, and served as a delegate to the Central Labor Council from 1973 to 2008; and
WHEREAS, Rick Alcaraz retired from the Plumbers and Steamfitters'UA Local 159 in 2003 and started
his "second" career as a volunteer with the Central Labor Council and the Contra Costa County
Building Trades; and
WHEREAS, Rick Alcaraz has held numerous volunteer positions serving Contra Costa County including
his current post as a HAZMAT commissioner; and
WHEREAS, Rick Alcaraz's other positions include serving on the Contra Costa County Hazardous
Materials Commission, the Richmond Community Advisory Board for the California Department
of Toxic Substance Control, Contra Costa County Equal Opportunity Commission, the
Affirmative Action Committee of Contra Costa, and serving as Vice-President of the West County
Latina/Latino Democratic Club, and member of the Contra Costa County Democratic Central
Committee;and
WHEREAS, as a professional and volunteer, Rick Alcaraz has workedtirelessly on behalf of the residents
and working families of Contra Costa County;
NOW BE IT RESOLVED, that the Contra Costa County Board of Supervisors honors Rick Alcarez for
his many contributions and congratulates him for being named the 2008 Activist of the Year by
Labor-to-Labor.

SAVE MART
AND CONGRATULATING IT ON
BEING NAMED LABOR-to-LABOR's
2008 CORPORATE LEADERSHIP AWARDEE
WHEREAS, Save Mart Supermarkets started as one grocery store in Modesto in 1952, and now includes
nearly 250 stores in Northern and Central California and Northern Nevada; and
WHEREAS, Save Mart brands and stores include S-Mart Foods,Lucky, and FFoodMaxx; and
WHEREAS, Save Mart runs major distribution centers in Lathrop, Merced, Turlock, Roseville and
Vacaville;and
WHEREAS, Save Mart has a long history of community caring and giving back to the communities it
serves; and
WHEREAS, Save Mart's community contributions include Save Mart CARES, a 5p1 (c)(3) charitable
organization that gives to the arts, recreation, education, and sports; and Save Mart SHARES, a
card-basedprogram where shoppers can support local organizations and; agencies in the
humanities, arts,recreation, education, and sports;and
WHEREAS, Save Mart partners with the March of Dimes, the Juvenile Diabetes Research Foundation,
the Muscular Dystrophy Association, the City of Hope, and Keep California Beautiful; and
WHEREAS, Save Mart sponsors numerous charitable events and fundraisers in the communities it serves,
maintaining its tradition of supporting its neighborhoods;`
NOW BE IT RESOLVED, that the Contra Costa County Board of Supervisors honors Save Mart for its
dedicated community commitment and partnership and congratulates it for being named the 2008
Labor-to-Labor Corporate Leadership Awardee.

AND CONGRATULATING HIM
ON BEING NAMED LABOR-TO-LABOR's
2008 COMMUNITY SERVICE AWARDEE
WHEREAS,Phil Tucker is a 28 year member of the UFCW 5; and
WHEREAS, Phil Tucker has served as a member of the Contra Costa Labor Council's Labor-Enviro
Committee for the past 8 years; and
WHEREAS, Phil Tucker is Project Director of the California Healthy Communities Network, a group of
Northern California labor unions and community organizations committed to sustainable planning
and development; and
WHEREAS, Phil Tucker worked closely with the UFCW Local 5 in its efforts to limit
"Big;,Box" expansion in Martinez, going on to become the point person for similar efforts in
Contra Costa County; and
WHEREAS, Phil`Tucker was invited by other communities including Napa, Solano, and Alameda
counties to help with their efforts to guide and. direct Big 'Box development, prompting his
leadership of the California Healthy Communities Network; and.
WHEREAS, Under PhilTucker's leadership, the Healthy Cotmtnunities Network expanded to include
Hercules, Antioch, Concord, Oakley San'Ramon; Vallejo, Merced, Suisun, Atascadero, Soledad,
and Salinas; and
WHEREAS,Under Phil Tucker's leadership, the Healthy Communities Network has expanded its mission
to advocate for public transportation, social justice,and broad sustainable growth;
NOW BE IT RESOLVED, that the Contra Costa County Board of Supervisors honors Phil Tucker for
his devotion to the communities and residents of Contra Costa County and congratulates him on
being named the 2008 Labor-to-Labor Community Service Awardee.

DALE ROBBINS
AND CONGRATULATING HIM
ON BEING NAMED LABOR-TO-LABOR'S
2008 LABOR LEADER OF THE YEAR
WHEREAS, Dale Robbins has been a member of the Teamsters Local 315 for 39 years; and
WHEREAS, Dale Robbins has servedas an officer for the Teamsters Local 315 for 20 years, including
being Secretary-Treasurer/Principal Officer since 1998; and
WHEREAS, Dale Robbins is a first-generation teamster who worked his way up from warehouseman
with the Blue Chip Stamp Company in Richmond, California,to union officer; and
WHEREAS, Dale Robbins' career includes many leadership positions that started with being elected Shop
Steward while working for the Associated Co-op Grocery warehouse, and includes working for the
Safeway Warehouse in Richmond; and
WHEREAS, After 20 years of active union membership, Dale Robbins was appointed Trustee of the
Local Union Executive Board and was later elected to the positions of Vice President; President,
and Secretaty-Treasurer/Principal Officer; and
WHEREAS, Dale Robbins serves on numerous committees including being Chairman of the Teamsters
Highway, Building and Construction Committee; Chairman of the Northern Californian Teamsters
Apprenticeship Training Trust Fund; and Trustee on the Teamsters National Apprenticeship
Training Trust Fund; to name a few;and
WHEREAS, Dale Robbins has a long history of being devoted to building and maintaining a healthy
workforce and healthy communities through the labor movement;
NOW BE IT RESOLVED, that the Contra Costa County Board of Supervisors honors Dale Robbins
for his tireless support of workers and congratulates him for being named Labor-to-Labor's 2008
Labor Leader of the Year.
