BACKGROUND: On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires that each regular and ongoing board, commission, or committee shall annually report to the Board of Supervisors on its activities, accomplishments, membership attendance, required training/certification (if any), and proposed work plan or objectives for the following year, on the second Tuesday in December. Chairman for the year 2007: Sanford Wichner Vice Chair: Reva Clark Secretary: June Dellapa Staff person: Debbie Gorman, Community Development Department Repoitinp period for this report: January thru and including No 2007. The December meeting of this Committee is held after this report is due and will take place in the clubhouse of_long time member Stan Hansen's Brookview Mobilehorne Park beginning at 12:30 p.m. in order to enjoy a holiday luncheon provided by its members with the general meeting held at 2 p.m. The Board of Supervisors are always welcome to attend our meetings as guests and speakers at our meetings during the year. 1 . ACTIVITIES: In the Committee's continuing effort to keep up with problems in Contra Costa County's mobilehome communities, we will continue to strive to hold meetings at different mobilehome parks. The Committee has had guest speakers give presentations to keep us informed, including Bob Drake, CDD Current Planning and Kara Douglas, CDD Redevelopment Agency. Michael Angelo Silva and Tom Brooks, representing the County Building Inspection Department, have been able to keep the Committee up to date with continuing reports on park problems and the status of the inspection program, with an occasional and welcomed presentation by Mr. Silva, Chief Property Conservation Division. This Committee has also had the privilege of a visitation from newly elected County Supervisor Susan Bonilla, of District IV, giving a presentation on her aims as County Supervisor and joining us in an informative discussion on the needs of the mobilehome and affordable housing communities. II. :ACCOMPLISHMENTS: Thanks to the Committee's efforts, the Mobile/Manufactured Home Information Brochure, authored by former Committee member Marilyn Smith, has been updated again by Sanford Wichner and made available to all Committee members for distribution to park residents. One of these brochures is enclosed with this report. At our monthly meetings, the Committee has heard about and discussed pertinent legislation, rent control issues, rent increases, law and order problems, water purity, and sewage and electrical problems pertaining to mobilehorne parks under the Committee's Jurisdiction. As in previous years, this Committee has had meetings at The Summit Centre, and has held lively and interesting discussions with attending park tenants and management personnel. Due to the devotion end resolve of the Committee members, this Committee has only had to cancel one meeting this year. ;,;•..;;,ory Commit ee Annual R pori. 2007 page 2 III. Due to these five and six openings this year, it has been more difficult to have a quorum at meetings. The Committee had to cancel the March meeting due to scheduling problems. IV. TRAINING/CERTIFICATION: New member of the Committee, Bob Mason, has gone over the Brown Act, Conflict of Interest Code and the Advisory Body Handbook. Bertha Stobb, having been a past appointee, has only to review the Brown Act, Conflict of Interest Code and the Advisory Handbook. This Committee is unpaid and is appointed by the Board of Supervisors to which it reports. There is no training or certification needed by its.members except to have an interest in the well being and welfare of the mobile home community in Contra Costa County. This Committee's only allowed function is to listen to complaints by home owners and park owners, and try to resolve problems and suggest where they may obtain the help requested. V. PROPOSED WORK PLAN/OBJECTIVES FOR THE COMING YEAR: The Committee has been and will be looking into the possibility of homeowner occupied mobile home parks as a way to better preserve the mobilehome community and affordable housing. This problem seems to be a high priority in California due to the ever increasing cost of housing. The Legislative subcommittee, Sanford Wichner and June Dellapa, with information from Senator Lou Correa's office, will continue to bring this Committee up to date on relevant legislation. The Sales and Escrow subcommittee is currently chaired by Pam Campbell and has been instrumental in keeping the Committee up to date on current market trends.. The Affordable Housing subcommittee, chaired by Reva Clark, will continue to keep us abreast of the housing industry and the availability of affordable housing in the County: Reva is the President of the Contra Costa County Advisory Council on Aging and the former Chair of the Housing Work Group.
