SUBJECT: AUTHORIZATION TO EXTEND AGREEMENT WITH CONTRA COSTA
CHILDCARE COUNCIL FOR A DEMONSTRATION PROJECT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute an agreement amendment with the Contra Costa Childcare Council to
extend the term from December 31 , 2007 to a new term of July 1 , 2007 through June
30, 2008 with no change to the payment limit of $5,000 for an Early Learning
Demonstration Project. (District V) (No county match)
FISCAL IMPACT:
Funding will be appropriated into the Department's FY 2007-08 budget. No County
costs.

Childcare Council grant (39-893-1) / Riverview February 5, 2008
CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes —
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient,"and, Outcome 4. "Families that are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
On December 4, 2007 the Board authorized the Department to accept funds from the
Contra Costa Childcare Council for an early learning demonstration project. Riverview
Head Start in Bay Point, California, will receive on-site observation and material support
in the pursuit of National Association for the Education of Young Children (NAEYC)
accreditation.
This amendment agreement extends the term from an end date of December 31, 2007
to a new term end of June 30, 2008. This will allow the Childcare Council and the Head
Start program additional time to complete the demonstration project objectives.
The amendment extends the timeframe with no change to the amount of $5,000 to be
received by the County from the Childcare Council.
