HomeMy WebLinkAboutMINUTES - 02052008 - C.14 c • � (e2 (e2 IN THE MATTER OF RECOGNIZING RESOLUTION NO. 2008/74 MICHAEL ANGELO SILVA ON THE OCCASION OF HIS 30 YEARS OF SERVICE TO CONTRA COSTA COUNTY WHEREAS, Michael Angelo Silva started working for the County as a Building Inspector I for the Building Inspection Department on January 3, 1978, and after working for 6 years in the New Construction Division performing inspections, Michael Angelo was assigned to work for the Neighborhood Preservation Program; and WHEREAS, Michael Angelo was promoted to a Senior Building Inspector on February 1, 1998, and as his responsibilities increased in the Department,, he was promoted to Principal Building Inspector on February 7, 2000; and WHEREAS, on August 13, 2001, Michael Angelo,becametheChiefof the Property Conservation Division; and WHEREAS, as the current Chief of the division, Michael Angelo manages the Code Enforcement program for the County as well as the Neighborhood Preservation Program, the Weatherization Program, the Residential Rental Inspection Program and the Mobile Home_program, and the division has grown over the years and now numbers 38 employees; and WHEREAS, Mike is most proud of the impact that the Neighborhood Preservation Program and the Weatherization program have had on the lives of low income families. 'Michael Angelo says that the County is at its best when he sees the happy faces and smiles of these'families after their homes have been remodeled, fixed, and brought up to code. Michael Angelo says, "There's' nothing more satisfying He also says, "This is what the County is all about...Making a,difference"; and WHEREAS, thousands of families have been helped through the Neighborhood Preservation Program throughout his career; and WHEREAS, Michael Angelo has taken a division that had an "Us and Them" attitude and made it a team with the rest of the Department by creating and supporting management/employce teams to look at issues and enhance effective communications. As a result, employees have felt empowered and validated; thereby, bringing about change in their attitude and morale. This has led to better-written procedures and policies on a variety of subjects that have developed consistency and a sense of fairness not only in his division but also throughout the whole department; and WHEREAS, Michael Angelo Silva is a skilled, loyal and conscientious manager who exemplifies the ideal manager. He ensures diversity and tolerance in the work place, has a managing style that encourages teamwork, and facilitates strong bonds between fellow employees as well as other divisions in the department. Michael Angelo has proven to be a consistently fair-minded and even-handed supervisor; NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors recognizes and thanks Michael Angelo Silva on the occasion of h's.30 ears of service to the County.
