FINANCIAL IMPACT: None. No General Funds would be utilized. Redevelopment funds (Fund 289751)and Community Development Block Grant funds will be combined to make the total $93,000 loan utilized for the project. PJ �.�r:,w Z County Counsel By: Deputy Community Development Department Redevelopment Agency Building Inspection's—Neighborhood Preservation `I - BACKGROUND: The Building Inspection's-Neighborhood Preservation Program (BI-NPP) is a County wide program that is primarily funded with Community Development Block Grant funds to help low- to moderate income households rehabilitate their homes. For the past several months, The BI-NPP has been working on an application for the rehabilitation of a home located on 321 Bonnie Drive, in the Montalvin Manor Redevelopment Project area. The home is considered a health and safety hazard for the household and is in dire need of significant rehabilitation to address the health and safety concerns. The total rehabilitation cost of this project is $93,000.. The BI-NPP would fund $40,000 of the cost, which is the BI-NPP maximum loan amount, with the Redevelopment Agency funding the remaining $53,000 to complete the project. The Redevelopment Agency (Agency) is currently in the process of establishing a housing rehabilitation program for its Redevelopment project areas. The BI-NPP staff would administer,the prospective program and implement a programmatic approach for future housing rehabilitation projects within the County's Redevelopment project areas. A recommendation for such a program will be coming before the Agency Governing Board later in 2008. The acute nature of the code deficiencies in this particular property, and the health and safety hazard they present to the owner-occupant, are the, basis for bringing this recommendation forward in advance of the program recommendation.
