SUBJECT: CONTRACT WITH MILLS ASSOCIATES FOR CORONADO ESTATES AND COMMERCIAL
DEVELOPMENT, HOTCHWSS TRACT CEQA PREPARATION SERVICES(Applicant: Sosnowski and
Associates) (Contract#C4.9785) (District V)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
APPROVE and AUTHORIZE the Community Development Director, or his designee, to execute a
contract with Mills Associates effective February 27, 2008 to December 31, 2008 with an payment
limit not to exceed $44,214 to provide consultant services for the preparation of an Initial Study and
related documents for the residential and commercial development proposed at Bethel Island Road
and Sandmound Boulevard.
FISCAL IMPACT
None. The cost is covered by revenue received from application fees paid by developers and
applicants.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The proposal is for construction of a 185 unit residential project, golf course and club house and an
approximately 105,000 square feet retail center referred to as Coronado Estates by the developer.
The Coronado Estates project is located to the east of the City of Oakley on Bethel Island Road.The
applicant has provided detailed site plans and information as well as several professional
environmental studies.The particular consultant expertise along with specialized sub-consultants is
needed in order to prepare-the environmental assessment required by the California Environmental
Quality Act(CEQA).
The County has set up an account specific to expenses that County, the consultant and staff
encumber in the review of submittals from Sosnowski and Associates for this project. The applicant
has provided funds to cover the agreed upon cost of the consultant in addition to a surcharge to
cover the cost of contract administration.
To assist staff in the work required for this review, the County is entering into a contract with Mills
Associates, a private planning consultant. /

MAINTENANCE AGREEMENT
THIS AGREEMENT (hereafter called "Agreement") is made and entered
into as of September 1. 2007, between CONTRA COSTA COUNTY, hereafter
called "COUNTY" and the REDEVELOPMENT AGENCY OF THE CITY OF
PINOLE, hereafter called"AGENCY''. AGENCY AND COUNTY are herein
after collectively referred to as the "Parties".
RECITALS AND AGREEMENTS
L ' COUNTY is the owner of parcel of real property ("Premises'') located within
the Pinole Vista Project Site ("Site"), inore particularly described in Exhibit
A, attached hereto and incorporated herein.
2. Both Parties recognize and agree that maintenance of the Premises
landscaping, pedestrian walkways, parking spaces and the refuse collection
area serving the Premises shall be completed in a consistent and first-class
manner.
3. Both Parties agree that the AGENCY shall maintain, or shall cause a third
party to maintain the Common Site Improvements (defined below) serving.
the Premises in accordance with the standards and specifications listed in
Exhibit B, which is attached hereto and incorporated herein. Any
modifications to the standards and specifications shall be approved in writing
by both Parties. If AGENCY fails to provide for the maintenance in
accordance with the standards and specifications listed in Exhibit B,
COUNTY may, after providing AGENCY written notice specifying in detail
the failure, proceed to have the necessary work completed and provide
AGENCY with documentation for the cost of such work. COUNTY shall
receive a full credit for such cost when AGENCY provides COUNTY with a
reconciliation of costs as provided in Section 7 below.
4. The term Common Site Improvements shall include, but not be limited to,
landscaping, landscaped areas, parking areas, pedestrian amenities,
information or directional signs, monument signs, fountains and works of art,
and free-standing light standards, including parking lot lights on the
Premises.
