SUBJECT: AUTHORIZATION TO EXECUTE AND SUBMIT AGREEMENT WITH
CALIFORNIA DEPARTMENT COMMUNITY SERVICES AND
DEVELOPMENT FOR ENERGY ASSISTANCE AND WEATHERIZATION

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment & Human Services Director, or designee,
to execute an agreement to accept funding from the California Department of
Community Services and Development for energy assistance and weatherization
services in an amount not to exceed $893,299 for the period January 1 , 2008 through
December 31, 2008. (Budgeted, 100% State funds) (All Districts)
FISCAL IMPACT:
Funding currently reflected in the Department's FY 2007-08 budget and will be included
in the FY 2008-09 budget. No County costs.

CHILDREN'S IMPACT STATEMENT:
The Community Services Bureau of the Employment & Human Services Department's
Head Start program supports three of Contra Costa County's community outcomes -
Outcome 1: "Children Ready for and Succeeding in School," Outcome 3: "Families
that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable,
and Nurturing." These outcomes are achieved by offering comprehensive services,
including high quality early childhood education, nutrition, and health services to low-
income children throughout Contra Costa County.
BACKGROUND:
On February 8, 2008 the Employment & Human Services Department received the
agreement from the State. The proposed 2008 Low Income Housing and Energy
Assistance Program (LIHEAP) and Weatherization services agreement provides
$893,299 in direct funding to the County to provide energy assistance payments,
weatherization services and energy use reduction education to low-income individuals
and families who reside in Contra Costa County.
