RECOMMENDATION:
Authorize the Redevelopment Director to submit a nomination to the California Association for
Local Economic Development (CALED) for the 2007 Awards of Excellence Program for
Palecek Imports, Inc. in North Richmond.
FINANCIAL IMPACT: None. No General Fund revenues are involved. Incidental costs for
filing the nomination are covered by Agency administrative revenues.

• BACKGROUND:
The California Association for Local Economic Development (CALED) annually recognizes
exemplary projects undertaken by California redevelopment agencies. The Agency staff
recommends that the partnership between the Redevelopment Agency and Palecek
Imports, Inc. (Palecek) be submitted to CALED in the category of Development
Partnerships. The partnership led to the retention of Palecek in West County by facilitating
the relocation of their furniture manufacturing, warehousing, and distribution operations to
601 Parr Boulevard in North Richmond.
The action of the Agency preserved 229 jobs that would have otherwise relocated out of the
County. The firm has also entered into a First Source Hiring Agreement to ensure that all
future employment opportunities are first offered to North Richmond residents. Palecek has
invested almost $12 million to acquire and improve the 215,000 square foot facility. The
Agency has provided $500,000 in financial assistance for the improvements. These
improvements will generate approximately $100,000 per year in property tax increments in
North Richmond and will help support other redevelopment activities within the project area.
