RECOMMENDATION:
ADOPT Resolution No. 2.008) 9f scknowledging emergency closure of
Fairgrounds Children's Center in Antioch, California as recommended by Employment
& Human Services Department Director. (District V)
FISCAL IMPACT:
This resolution allows the Department to seek reimbursement from the State for the day
of closure and will prevent a budget reduction that will otherwise take place due non-
attendance of children. The budget amount is already included in the Department's FY
2007-08 budget. If not approved, an appropriation adjustment will be necessary to
reduce the budget in proportion to the anticipated loss of revenue.

BACKGROUND:
The site closure was beyond the control of the Department or the Contractor (First
Baptist Church of Pittsburg), as the electrical power to the building has shut off by
PG&E. PG&E took this action in response to a problem with the wires supplying power;
repairs to the wires required a complete shut down.
As a result, Fairgrounds Children's Center was closed on January 11, 2008 for the
entire day. In order for the Department to avoid a loss of funds, the State requires an
executed board order from the County Board of Supervisors, acknowledging that the
closures were beyond the control of the Department. Meeting this requirement will
assist the Department to avoid a loss of funds for the days of non-attendance by the
affected children. The closure affected 118 State-funded children.
The Department seeks authorization to request from the State credited funds for the
days of closure, as permissible by the State Department of Education, Child
Development Division Management Advisory, dated February 1994.

WHEREAS,
The Contra Costa Fairgrounds Children's Center was closed for one (1) day of operation due to an
electrical power outage,
WHEREAS,
The Fairgrounds Children's Center is operated via county standard contract by First Baptist Church of
Pittsburg, funded, in part, by funds received by the County from the State of California Department of
Education,
WHEREAS,
The site closure was beyond the control of the Department and the operator due to an electrical power
outage which resulted in there being no electricity at the site for the entire day of January 11, 2008,
WHEREAS,
The State of California requires a resolution from the Contra Costa County Board of Supervisors,
acknowledging that the closure was beyond the control of the Department, in order to avoid a loss of
funds for the County for days of non-attendance by the impacted children,
WHEREAS,
The closure impacted 118 State-funded children at the Fairgrounds Children's Center,
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors acknowledges that
the closure was beyond the control of the Department and the operator and hereby directs
the Employment & Human Services Department Director, or designee, to request from the
State of California, Department of Education, credited funds for the day of closure, as
permissible by the State Department of Education, Child Development Division
Management Advisory, dated February 1994.
