SUBJECT: APPROVE and AUTHORIZE the Purchasing Agent, or designee, amend the purchase order to
Jet Dock Systems Inc. for the purchase of four inflatable docks for Marine Patrol vessels under
the U.S. Department of Homeland Security 2006 Infrastructure Protection Program—Port
Security Grant.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to amend the purchase order to Jet Dock
Systems Inc. for the purchase of four inflatable docks for Marine Patrol vessels under the U.S. Department of
Homeland Security 2006 Infrastructure Protection Program—Port Security Grant by increasing the payment
limit by $27,815.78 from $132,033.60 to a new payment limit of$159,849.38.
FINANCIAL IMPACT:
No County costs. $159,849.38; 100% Federal funds. The increase in costs is within the budgeted line item for
the Jet Dock purchase in the 2006 Port Security Grant.
BACKGROUND:
On August 7, 2007 (Item D.1), the Board authorized the Sheriff s Office to apply for and accept the 2006 Port
Security Grant. The U.S. Department of Homeland Security (DHS) awarded the 2006 Port Security Grant to the
Sheriff s Office to increase Marine Patrol capabilities which will enable it to provide a combined security
deterrence and response capability in the water, air and land, in cooperation the US Coast Guard, allied
jurisdictions, and industry. A key element of the successful grant application was the purchase and fielding of
two patrol vessels. Also included in the application was the purchase of floating docks for the boats. DHS
approved the sole source purchase of these docks as a grant performance objective.
On November 6, 2007 (Item C.67), the Board authorized the Purchasing Agent, or designee, to issue a purchase
order for the purchase of four inflatable docks from Jet Dock Systems, Inc. for Marine Patrol vessels. The
property owner of the location where the vessels and the Jet Docks were to be berthed (U.S. Department of the
Army) directed that the Department had to change the berthing site. Although berthing will still be at the U.S.
Anny's Military Ocean Terminal—Concord, this site change necessitated the re-engineering of the original Jet
Dock site design which resulted in additional costs to complete the project. The changes include a gangway and
added installation costs due to the tides and geography at the new site.
CONSEQUENCES OF NEGATIVE ACTION:
Negative action on this request will require the Sheriffs Office to notify DHS that it cannot meet the
requirements of the grant as approved and another site will need to be determined for the berthing of the Marine
Patrol vessels, and potential cancellation of the purchase order.
