ABSENT; ABSTAIN: A'fTESTEQ JOIN CULLEN,CLER *AR OF 'UPERVISORS AND��Sr` ADM)NISTf2ATOR Contact Person: Cassandra Youngblood,646-5976 r CC: CAO EHSD/Comm Srvcs (2 original,signed,sealed copies) UT BY: -mpleyment & Human Services Department page Two Childcare services RFP#1099 February 12, 2008 CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department's Head Start program supports three of Contra Costa County's community outcomes - Outcome 1: "Children Ready for and Succeeding in Sc!nool," Outcome 3: 'Families that are Economically Self-sufficient," and, Outcome 4: "Families that are Safe, Stable, and Nurturing. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low- income children throughout Contra Costa County. BACKGROUND: Employment & Human Services Department, Community Services Bureau operates 10 children's centers across Contra Costa County and is the County's largest provider of early childhood education. Services are funded by State and f=ederal grants to s=erve more than 1 ,800 Head Start children, 204 Early Head Start children and 1,755 State Preschool and Child Development children. In order to effectively reach a broader cross-section of the community, the Department seeks to open a bidding process wherein quality childcare services could also be provided by third-party contractors. Contractors selected through this RFP will be expected to deliver high quality early childhood education and will be responsible to provide all direct educational services and to work collaboratively with the Department in the delivery of support services for families according to the specific state and federal funding requirements. Successful bidders will meet State and Federal regulations for quality childcare and wil; hold valid State of California Department of Social Services Community Care License(s).
