SUBJECT: Grants to Encourage Arrest Policies and Enforcement of Protective Orders
Program
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the County Administrator, or designee, to apply for and accept a
continuation grant in the amount of $1.5 million on behalf of the County's Zero Tolerance for
Domestic Violence Initiative (ZTDV) from the Department of Justice, Office on Violence
Against Women for the "Grants to Encourage Arrest Policies and Enforcement of Protection
Orders Program (GTEA)."
FISCAL IMPACT:
No County match required.
BACKGROUND:
Since 2004, ZTDV has successfully implemented the GTEA program, striving to formalize a
coordinated community response. The funds will enable ZTDV to do the following: 1) provide
domestic violence training for officers and dispatchers from multiple law enforcement
jurisdictions in the county; 2) conduct monthly systems reviews in two police jurisdictions and
quarterly reviews in the Sheriff's Office; 3) conduct annual county-wide warrant sweeps; 4)
provide legal advocacy for victims of domestic violence; 5) offer training for judges in criminal,
civil, and juvenile court on the coordinated response to domestic violence; 6) enhance DV
Court's supervision of both misdemeanor and felony offenders with a bilingual Deputy
Probation Officer; and 7) provide prior arrest case information to judges issuing restraining
orders.

BACKGROUND (Continued):
This re-application will allow ZTDV to continue with these activities while continuing to
enhance the system that assists domestic violence victims in Contra Costa County.
ZTDV partners for the GTEA program include: Superior Court, Sheriff-Coroner, District
Attorney, Probation, STAND! Against Domestic Violence, Community Violence Solutions, Bay
Area Legal Aid, Antioch Police Department, Richmond Police Department and the County
Administrator's Office.
Since its inception, the Zero Tolerance for Domestic Violence Initiative (ZTDV) has been
recognized for its innovation in the area of system change through a comprehensive,
coordinated, community-wide approach that interrupts the progressive cycle of violence,
recognizing the cost effectiveness of integrated and collaborative service strategies.
The Arrest program recognizes that domestic violence is a crime that requires the criminal
justice system to hold offenders accountable for the actions through investigation, arrest, and
prosecution of violent offenders, and through close judicial scrutiny and management of
offender behavior. The Arrest program's purpose of encouraging communities to adopt a
coordinated community response (CCR) in the treatment of domestic violence as a serious
violation of criminal law is consistent with Zero Tolerance's vision and objectives.
