SUBJECT: Contract amendment with First.Place for Youth for Transitional Housing
Assistance for Emancipated Youth.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to execute a contract amendment with First Place for Youth, a non-profit
agency, effective October 1, 2008, to increase the payment limit by $36,000 to a new
payment limit not to exceed $826,000 with no change in the term of July 1, 2008
through June 30, 2009, to provide Peer Interviewer services to Emancipated Youth
through the Transitional Housing Assistance program.
FISCAL IMPACT:
$826,000, No County Costs: $781,750; State Transitional Housing Program - Plus
Funding $44,250; Federal System of Care Grant

SUBJECT: CONTRACT AMENDMENT WITH THE FIRST PLACE FUND FOR
YOUTH FOR TRANSITIONAL HOUSING ASSISTANCE FOR
EMANCIPATED YOUTH.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children's
Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth
Healthy and Preparing for Productive Adulthood"; 3)"Families that are Economically Self
Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are
Safe and Provide.a High Quality of Life for Children and Families." This is accomplished
through providing safe housing and support to assist youth while transitioning from foster
care to independent living.
BACKGROUND:
First Place for Youth provides Transitional Housing Program (THP) — Plus support
services to emancipated foster youth up to age 24 who have been referred by the
Independent Living Skills Program (ILSP) staff. AB427 enabled the State to announce
the availability of THP — Plus funds to counties who were interested in providing
transitional housing services to.emancipating foster youth. The State THP - Plus
program funding provides for 100% cost reimbursement for.providing transitional
housing services.
In collaboration with Children and Family Services and the University of California,
Berkeley School.of Social Welfare, contractor will provide outreach services to engage
emancipated youth to participate in an Emancipated Youth Survey research project.
$44,250 of Federal System of Care Grant (FSCG) funds will be utilized to fund the
survey project.
This contract amendment will increase the FSCG funds by$36,000 to fund two (2) Peer
Interviewers who will interview former Contra Costa County foster youth. (#21-243-7)
